, HIGHLIGHTS OF WEEKLY INFORMATION REPORT WEEK ENDING DECEMBER 25, 1987 ONEWHITEFLINTNORTH(0WFN)

Phase I of the occupancy of White Flint was completed over the weekend of December 18-20, 1987. The planning, coordination and execution for the moves is the responsibility of this Division with George Fetrow, Deputy Division Director and Grover Estep. Chief of the Property and Supply Branch assigned the lead. Both were on hand throughout the move, one in Bethesda and the other at White Flint to assure constant coordination and connunication as events progressed. Twelve other F05 personnel, as well as the contract movers, participated in the move. -

The Office of General. Counsel (Bethesda) and the Office of Enforcement vacated space in the Maryland National Bank Building. The Office of Special Projects moved out of space in the East-West / West Towers building. Floors 7. 15 and 16 at OWFN were involved in this relocation of about 175 NRC employees. Tha law and legislative reference library were also moved and ready for use on Monday. On the same weekend, and during the following week, the self-service Supply Store on the P-1 level is being set up and stocked to serve the entire buildin will officially open for business Monday December 28.987. g. Meetino With the Office of Occupational Safety and Health Administration (OSHA)

Glen Sjoblom, NMSS and James Partlow, NRR met with OSHA's Director of Policy and the Director of Field Operations on December 22, and reached an agreement to develop an MOU delineating OSHA /NRC interfaces for reactor plants and materials facilities. This MOU will update existing less formal arrangements in existence since 1978 and will incorporate added provisions for coordination of training programs and cooperation by OSHA on NRC team assessments. Details will be worked out at a later date.

Standard Review Plan for DOE Repository Tte Standard Review Plan for reviewing DOE's draft consultative site charac-terization plans for potential repository sites has been completed. Based on recent legislation and DOE's plans, the staff will only receive a draft consultative site characterization plan for the Nevada site.

Cooperative Research Prograir.

An agreement was just signed between NRC, EPRI and the B&W Owners Group for a cooperative research program (total of about $4M) on OTSG heat transfer under accident conditions.

License Renewal Policy Development An information meeting on license renewal issues was held between Don Edwards of Yankee Atomic and Brian Sheron and Robert Bosnak and others. The schedule for development of policy and regulations was discussed particularly in relationship to the Yankee Rowe license renewal application..

0FFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending December 25, 1987 SAFEGUARDS Domestic NRC/ DOE Comparability Rule The Office of the Federal Register received the proposed rule on Monday, December 21, 1987, and will publish the rule for public comment the week of December 28, 1987.

US/IAEA Safeguards Agreement The NMSS staff recently received a copy of a cable from the US Mission which summarized the IAEA's plans to remove Turkey Point, Salem and Westinghouse (Fuel Facility in Columbia, South Carolina) from full scope IAEA safeguards and to add the General Electric fuel faciltity in Wilmington, North Carolina.

IAEA staff have informed NRC that closeout inspections will be scheduled in early 1988 to remove IAEA equipment (cameras and seals) from the facilities currently under IAEA safeguards. Negotiations with the IAEA on the inter-national safeguards to be applied at the General Electric facility are being finalized with. implementation planned for early 1988.

INDUSTRIAL AND MEDICAL NUCLEAR SAFETY Meeting With the Office of Occupational Safety and Health Administration (OSHA) i Glen Sjoblom, NMSS and James Partlow, NRR met with OSHA's Director of Policy and the Director of Field Operations on December 22, and reached an agreement to develop an M00 delineating OSHA /NRC interfaces for reactor plants and materials facilities. Meetinas Concerning A1ChemIE Applications Two meetings are planned by the staff regarding methods and requirements that would provide assurance that the centrifuge equipment to be used by AlChemIE is not operated to enrich uranium. The first meeting is to be held on January 6, 1988, at DOE contractor offices at the Centrifuge Plant Demonstration Facility at the K-25 site on the Federal Reservation at Oak Ridge, Tennessee. Staff members from NRC, DOE, and Partin Marietta will attend. The second meeting will be held on February 7,1988, at the AlchemIE Offices, Pine Ridge Office Park, Oak Ridge, Tennessee.

Environmental and safety reviews on AlchemIE are currently being conducted by the staff. l Annual Review of the Navy's Master Materials License and the Transfer of the Responsibility for the Navy's License to Region II The review of the Navy's Master Materials License was conducted by NMSS and Region II during the period December 16-18, 1987. The Navy has two technical ,

centers which support the Navy's Radiation Safety Committee (RSC) responsible i for the Navy's Master Materials License. The Navy's Environmental Health )

Center located at Norfolk Navy Base is responsible for the medical portion of {'

tne license and the Navy's Radiological Affairs Support Office located at Yorktown, VA, is responsible for the industrial application of the license.  ;

Senior management representatives from NMSS and Region II attended the exit l briefing. The Navy was represented by the Chaiman, the Executive Secretary, i and the Assistant Executive Secretary of the RSC.

1 From the review, it appears that the Navy was conducting their Master Material Licensing Program in an excellent manner. The Navy was informed that effective December 21, 1987, Region II would assume responsibility for their license.

Region II discussed their role with the Navy and reviewed several previous understandings and agreed to provide this information in writing. NMSS 1 discussed several minor items found on the review and lessons learned from the Air Force contamination incident.

HIGH-LEVEL WASTE MANAGEMENT )

DOE EIS for Disposal of Hanford Defense High-Level Transuranic and Tank Wastes The DOE's final Environmental Impact Statement for " Disposal of Hanford Defense l i High-Level Transuranic and Tank Wastes", dated December 1987, has been received by the Division of High-Level Waste Management. Staff plans to review the document to determine how NRC comments on the draft were resolved. One out-standing question that will be brought to the ED0's attention, for possible I Commission action, is the NRC licensing authority over defense HLW that may I

be permanently disposed of in the tanks as opposed to disposal in a HLW repository.

Week Ending December 25,, 1987 Meetings with the French BCCN During the week of December 7-11, 1987, Mr. Daniel Bouche, Head of the French BCCN, and Mr. Jean-Pascal Agez, also of the BCCN, met with RES and NRR staff and select RES contractor staff to discuss embrittlement of the 320 MW Chooz-A reactor, the NRC and French Pressurized Thermal Shock (PTS) analysis criteria, the aging of cast stainless steels, and problems with .

steam generator tubing. The BCCN is a small office charged with responsibility for the licensing of the primary system for French civil power reactors. The discussions focussed on the Chooz-A reactor and PTS l analyses in general. The situation with the Chooz-A reactor was discussed l in detail and specifics of the French and NRC PTS analyses were compared.  !

During these discussions, it became obvious that earlier statements suggesting that if this reactor were located in the U.S. it would be ,

permitted to continue to operate, were not accurate. In fact, the projected l loss in fracture toughness due to irradiation damage for this reactor exceeds the screening criterion given in 10 CFR 50.61. A projection that the screening criterion would be exceeded mandates several actions such as:

flux reduction measures, detailed plant-specific analyses to demonstrate I

acceptable risk if the screening criterion is exceeded, or, potentially, modifications to equipment, systems, and operation to prevent failure of the pressure vessel if continued operation results in exceeding the screening criterion. Essentially, the French are at this juncture--they have

projected an unacceptable level of irradiation damage and are performing more detailed analyses of the plant and carefully evaluating their irradiation damage projections. It is important to point out that margins and uncertainties form a significant portion of the total predicted embrittlement; better data and improved analyses very likely can safely i lower the predicted level of embrittlement. Mr. Bouche suggested that  ;

another meeting with the NRC might be worthwhile once they have completed their analyses. He suggested that the meeting be in France sometime in early Spring 1988. It should be noted that there were no issues raised that suggest any deficiency in the NRC's PTS analyses. The discussions on steam generator tubing and aging of cast stainless steels were interesting and mutually beneficial although none of the information discussed raised new safety concerns.

2 Workshop on Chemical Processes and Products in Severe Reactor Accidents t

A workshop on Chemical Processes and Products in Severe Reactor Accidents was held on December 9-12, 1987, at Captiva Island, Florida. The workshop was sponsored by the National Academy of Sciences' National Research Council I

under a grant from the NRC. The objective of the workshop is to assess the adequacy of the experimental data bases that support the chemistry models used in severe accident consequence calculations, and to identify areas of ,

inadequacy where additional research is needed. Participants of the I

I workshop included NRC staff and contractors, EPRI staff and contractors, scientists from academia, and scientists from abroad. The workshop consisted of an opening session, several technical sessions, and panel i discussions (including preparation of preliminary draft reports). Questions I raised at the meeting were technical and constructive. We anticipate that a l number of significant findings will emerge from the workshop. A report on l the workshop findings will be issued by the National Research Council in  !

May, 1988.

Boron Mixino Studies Dr. T. Theofanous from the University of California at Santa Barbara briefed the USNRC on the experiments he is conducting which examine the behavior of injected boron in BWRs during ATWS conditions. For the geometry tested, Professor Theofanous concludes that the injected boron mixes sufficiently well that no further action is required of the operator to shutdown the facility. This finding has significance to reactor risk in that operator error is an important contribution. It was recommended that industry i support be sought for further testing to present a more convincing argument l for alteration of operator guidelines.

Cooperative Research Program An agreement was just signed between NRC, EPRI and the B&W Owners Group for i a cooperative research program (total of about $4M) on OTSG heat transfer l under accident conditions.

USI A-44, " Station Blackout" The A-44 resolution package (which includes a Connission letter, Federal Register Notice, R.G. 1.155, NUREGs-1032 and -1109, NUMARC-8700 and Congressional letters) was delivered to the ED0 on 12-2-87. Follow-up discussions have been continued with ED0 and CRGR staff assigned to review the package.

We are attempting to respond to all questions so as to clear the way for approval by the ED0 and submittal to the Commission for action on the proposed rule.

NRR is continuing its effort to complete the SRP changes and inspection modules.

3 NRR's preparation of SRP and TI changes, the resolution schedule will be further impacted and is not warranted. Both NRR and OGC have concurred in the package submitted to the ED0 on 12-2-87.

USI A-45, " Shutdown Decay Heat Removal Requirements" A briefing and discussion was held on December 21, 1987 for NRR on USI A-45.

RES sumarized the USI A-45 insights from recently completed case studies and discussed the proposed plan for resolution and implementation which involves including a plant specific decay heat removal PRA in response to the Individual Plant Examinations (IPE) being done as a part of the Severe Accident Program. There was considerable discussion regarding the PRAs done in six different plants in the A-45 program and how they compared to other PRAs including NUREG-1150. NRR's initial opinion is that including A-45 in I the IPE would delay its completion. An additional meeting is planned to further discuss this issue.

I License Renewal Policy Development 1

others. The schedule for development of policy and regulations was discussed particularly in relationship to the Yankee Rowe license renewal application.

1 Status of Independent Plant Examination (IPE) Generic Letter A draft of the IPE Generic Letter has been prepared and circulated to NRR and RES staff for comment. A presentation of the IPE status and plans was clso made to the CRGR on 11-25-87 for the Committee's information. During the meeting, a number of issues and questions were raised that are to be resolved prior to returning to the CRGR for approval of the letter. RES has provided NRR with a list of major issues that need to be resolved and NRR has provided their position on these issues. It appears that RES and NRR are in essential agreement with all of the issues and the Generic Letter can be revised accordingly.

Meetings with IDCOR On 12/17/87 a meeting to discuss the IDCOR individual plant examination method was held. The following are the highlights of that meeting:

Concerns regarding the best estimate models and assumptions and lack of treatment of uncertainties.

The staff objective of the IPE is for the utility owner to appreciate severe accident behavior, recognize the role of mitigating systems, i develop accident management procedures and define a realistic vulnerability profile.

- The staff is providing an appendix to the IPE generic letter with guidance on evaluating the containment performance to achieve the above objective.

On 12/18/87 a meeting was held with the IDCOR senior ma'nagement steering group; the following are some of the highlights:

- Generic letter package is expected to be ready for CRGR review by mid-January 1988.

- IDCOR IPEM front end with staff enhancement + containment performance analysis according to Appendix 1.

- Level I PRA + containment performance analysis according to Appendix 1 (or Level II or III PRA according to Appendix 1).

- Other systematic evaluation methods (staff preview might be necessary). l

- IDCOR will provide their position on external events in January,1988.

- Accident management will be addressed by a newly formed NUMARC severe accident group following the issuance of the generic letter.

Human Factors Research Program Plan A revised draft of this program plan has been prepared and is being reviewed by DRPS management. The December 10th date to send this plan to the Commission will not be met because of delays caused by the move. An ACRS Subcommittee meeting is scheduled in March to present the plan and request coments.

Region III and NMSS staff participated. The program was found to be adequate to protect public health and safety and compatible with the NRC regulatory program for radioactive materials.

Items of Interest Office for Analysis and Evaluation of Operational Data Week Ending December 24, 1987 CRGR The CRGR met on Wednesday, December 23, 1987. Three items were addressed as follows. The proposed resolution for USI A-47, " Safety Implications of Control Systems in LWR Nuclear Power Plants" was reviewed. CRGR supported issuance of l the proposed resolution for public comment subject to further RES consideration d 1

for revision of the package in four areas. The proposed resolution for GI-93,

" Steam Binding of AFW Pemps" was also reviewed. The Comittee supported the issuance of a generic letter subject to resolution of several specific comments. ,

The proposed Policy Statement on Maintenance was reviewed, and subject to the /

incorporation of agreed-upon revisions, the CRGR supported forwarding of the ]<

package to the Commission.

Abnonnal Occurrence Reporting l

NUREG-0090, Vol.10, No. 2, " Report to Congress on Abnormal Occurrences:  !

April-June,1987," was forwarded to Congress. For this reporting period there 1 were no abnormal occurrences at the nuclear power plants licensed to operate.

There were five abnormal occurrences at the other NRC licensees. Three involved medical misadministration (two diagnostic and one therapeutic); one involved the issuance of an NRC Order to remove a hospital's radiation safety officer due to falsification of certain records; and one involved a significant breakdown in management and procedural controls at an industrial radiography licensee.

There was one abnormal occurrence reported by an Agreement State (Idaho). The item involved radiographer overexposure.

l ITEMS OF INTEREST OFFICE OF ENFORCEMENT Week Ending December 24, 1987 A Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $1,500 was issued to Osage Wireline Service, Cleveland, Oklahoma on December 22, 1987. The action was based on numerous radiation safety violations including: (1) individuals handling radioactive sources without the benefit of tools, (2) failure to perform radiation surveys at job sites, (3) failure to maintain records of inventories of radioactive sources, and (4) failure to maintain complete records of personnel monitoring results.
