O Report of Interview with Mr. Jeffrey B. TAYLOR

! Jeffrey B. TAYLOR, Pullman Higgins (P-H) employee, was interviewed by Investigator R. A. MATAKAS at Seabrook, NH, on May 23, 1983. Investigator -

MATAKAS identified himself to TAYLOR by displaying his credentials. TAYLOR is currently the P-H Quality Control Office Coordinator and has been in this position for about three weeks. Prior to this, TAYLOR worked for P-H as a Proces,s Engineer in the Quality Assurance (QA) Department for about two and one half years. During the subsequent interview, TAYLOR provided the following pertinent information.

Because of his personal interest in the Nondestructive Examination (NDE) field, TAYLOR had occasion to talk .to PAD 0VAND during'tbe. December 1982 -

January 1983 time frame concerning NDE certification. The conversation took place in the P-H Administration Office a't' the Seabrook Station. PADOVANO told TAYLOR that an easy way to get certified was to make up a name of a NDE Company and list it as past work experience. He further told TAYLOR that a person could make up his own NDE certification card and proceeded to make one out for TAYLOR on a blank sheet of paper that TAYLOR later threw away. PADOVANO then told TAYLOR that he (PADOVANO) had used such documents in the past but did not elaborate as to further details. TAYLOR asked PADOVANO what would happen if the employer did a background check of past experience and PAD 0VAND replied that one could use the excuse that the company had went bankrupt. TAYLOR then asked PAD 0VANO how one could perform NDE work if an individual did not have any experience and PAD 0VAND replied that an individual would have to do some background reading on the subject before attempting to do the work.
