INTERIM REPORT ON CONFORMANCE OF "0ST ACCIDENT MONITORING INSTRUMENTATION AT QUAD CITIES 1 & 2 WITH R.G. 1.97, REVISION 2.(TAC NOS. 51124 AND 51125)

In response to Generic Letter 82-M , Commonwealth Edison Company (Ceco) submitted several letters which audressed Quad Cities compliance with Regulatory Guide (R.G.) 1.97, " Instrumentation for Light-Water Cooled Nuclear Power Plants to Assess Plant and Errors Conditions During and Following an Accident", and established implementation schedules. A detailed review of these letters was conducted by the Idaho National Engineering Laboratory (INEL). An interim report (EG&G-NTA-7761) 1 documenting this review and referencing applicable CECO submittals.was l prepared by INEL for the NRC as part of a technical assistance program. '

The NRC staff has subsequently evaluated the INEL interim report-(enclosed herein) and referenced letters. ,

It is the staff's determination that CECO has explicitly committed to conform with R.G.1.97 at Quad Cities Station, except for those items which CECO specifically identified as otherwise. For certain items, CECO's justifications for exception to R.G.1.97 were considered accept-able. However, there were some items that INEL'ano the staff could not conclude were acceptable based upon the justification provided. These unjustified R.G.1.97 exceptions continue to. remain outstanding. . CECO  !
