CONFORMANCE OF POST ACCIDENT MONITORING INSTRUMENTATION AT QUAD CITIES WITH REGULATORY GUIDE 1.97 (TAC N05. 51124 & 51125)

Butterfield (CECO) dated January 14, 1988 In response to Generic Letter 82-33, Comonwealth Edison Company (CECO) submitted reference (a) and several other letters which addressed Quad Cities compliance with Regulatory Guide (R.G.) 1.97, "Instrumentation for Light-Water Cooled Nuclear Power Plants to Assess Plant and Environs Conditions During and Following an Accident." A detailed review of these letters was initially conducted by EG&G Idaho, Inc. and issued as an interim report by reference (b),
which also requested CECO comments. CECO replied with additional infonnation and/or consnents in reference (c) to each of the reference (b) open items. A final technical review of all relevant correspondence to date was performed by EG&G Idaho Inc. and docu:nented in Technical Evaluation Report (TER)
EGG-NTA-7761 (March 1988). This TER is provided as Attachment 1 to of this letter. We have reviewed EG&G's TER and concur with the conclusion that Ceco either confonns to, or has adequately justified deviations from, R.G.1.97 (Revision 2), except for the neutron flux variable.
Our Safety Evaluation Report (SER) is provided as Enclosure 1.
Existing neutron flux inonitoring instrumentation at Quad Cities conforms to the Category 1 criteria of R.G.1.97 except for seismic and environmental qualification.
It is the NRC staff's position that the infonnation provided by neutron flux monitoring instrumentation is needed by operators to properly evaluate reactivity control. Consequently, CECO should install neutron flux monitoring instrumentetion which fully complies with the Category 1 criteria p=m many 1

However, based upon the availability of alternate irstrumentation, we concur that the existing neutron flux monitoring instrumentation is acceptable for interim operation pending satisfactory implementation of a fully qualified system. Within sixty days after receipt of this letter, CECO will develop and submit to us an appropriate implementation schedule which addresses seismic and environmental qualification of post accident neutron monitoring instrumentation. This submittal shall also address the concerns broached by the staff regarding power supplies in reference (d).
