1987 REFUELING OUTAGE TVPE B AND C-LOCAL LEAK RATE TEST

SUMMARY

As part of the 1987 refueling outage, local leak rate tests were performed on the reactor containment building penetrations in accordance with the Fort-Calhoun Station Technical Specifications (Section 3.5) and 10 CFR Part 50, Appendix J.

The testing is performed to identify, measure, and if required, initiate maintenance on potential reactor containment leakage paths; and to ensure the total measured leakage does not exceed the Technical Specification limit of 0.6L where L is the leakage allowable and.6L squals 62,951 a

a standardcubiccentimefersperminute(sccm). The initial "as found" local leakage which contributed toward the.6L limit and as measured from all local leakage paths was 23,800.4 scen.

The individual leak rates for each penetration are tabulated on Tables I through VI. A suminary of the test results is given in Table VII. All of the tables are attached.

The final "after maintenance" leak rate was 1074.2 secm.

The Type B tests are conducted to measure the leakage tnrough the containment mechanical and electrical penetration seals, anc containment building resilient sealed penetrations. These tests are conducted as part of the Fort Calhoun Station surveillance test program. All tests by which the following leak rate data was obtained are filed at the Fort Calhoun Station as Q.A. records.

The Type B tests were conducted by pressurizing the local containment penetration boundaries with air for the mechanic 4 penetrations and nitrogen for the electrical penetrations to 60 psig as reginrcd by the Technical Specifications and by measuring the flow rate which is required to maintain the test volume at 60 psig. This flow rate is assumed to be the local containment leak rate.

The leak rate measurement system uses a series of c.'librated rotameters to determine the leakage.

The personnel air lock leak rate was tested in accordance with ST-COMT-2, F.1 (the reduced pressure test); these daily tests are on file at the Fort Calhoun Station. The personnel air lock (PAL) was also tested three times since the previous refueling outage (once each six months per ST-CONT-2, F.2).

The leakage tabulated in Table I contributes to the.6L leakage limit.

a The fuel transfer tube leak rate test (ST-CONT-2, F.4) was conducted on March 19 1987, and on April 21, 1987. The measured eesults tabulated oc Table II con 6ribute to the.6L leakage limit.

a The equipment hatch leak rate was tested as outlined in surveillance test ST-CONT-2, F.3.

Tests were performed prior to its initial removal and following each replacement; the results tabulated in Table III contribute towards the.6L maximum allowable leakage limit.

a The electrical penetrations were leak tested per ST-CONT-2, F.5.

The measured results of the electrical penetrations tabulated on Table IV contribute to the

.6L ' leakage limit. The mechanical penetration sleeving was leak tested in a

accordance with ST-CONT-2, F.2.

Results of the leak rate tests performed are tabulated in ' Table V.

Penetrations M-93 (Feedwater), M-94 (Mainsteam), and M-95 (Mainsteam) were found to have excessive leakage.

To evaluate the potential impact to safety, further testing was performed under Maintenance Orders 870958, 871032, and 871033 to determine if the leakage was occurring l

between the sleeve and the containment or between the sleeve and hoom 81 of the l

Auxiliary Building.

The leakage path was found to be on the Auxiliary Building side of the penetrations.

The results of the tests were discussed with the Senior Resident Inspector; the appropriate report was generated; and a modification request was initiated. The modification, FC-87-17, consisted of replacement of the expanrion joints for M-93, M-94, M-95 and M-96.

M-96 is the penetration for the other feedwater line. This penetration had an expansion joint of similar design and age, and the expansion joint was replaced to prec18 a possible failure.

Sleeve HCV-383-3 was tested and found at 800 secm.

Because valve HCV-383-3, which is located inside the sleeve, required MOVATS testing, Maintenance Order 871460 was generated to remove the sleeve's manway.

After completing the valve j

testing,- the sleeve's flange surface area was cleaned and a new gasket was installed on the manway.

The sleeve was retested and found to have 0 sccm leakage.

The Type C tests were performed to measure the leakage of the containment isolation valves per ST-CONT-3. These tests were conducted using air as the test medium.

Results of the leak rates performed are tabulated in Table VI.

i The containment isolation valves which required significant maintenance were associated with mechanical penetrations M-45, M-74, M-87, M-88 and HCV-383-3.

The determination to perform maintenance is based from experience on the best, reasonably achievable leak rate for a given penetration. The details on the maintenance performed are as follows:

l M-45 (Reactor Coolant System Sample Line) - the initial leak rate measured through this penetration was 3,100 sccm.

Valves HCV-2504A and HCV-2504B were

repaired under Maintenance Order 870386.

The penetration was retested and left l

at 1.5 sccm.

M-74 (Containment Air Supply Line) - the initial leak rate measured was 1,000 sccm.

Investigation found valves CA-628 and CA-555 were not seated completely. When the valves were seated and the penetration was retested, the i

leakage for M-74 was 0 sccm.

M-87 and M-88 (Containment Purge Inlet and Outlet) - the initial leak rates measered on M-87 and M-88 were 1,940 sccm and 1,010 sccm, respectively.

Maintenance Orders 872771 and 872781 were generated to replace the seals on the four purge valves PCV-742A/B/C/0 that act as containment isolation valves for these penetrations. M-87 and M-88 were left at 0 sccm and 700 sccm, i

respectiva.y.

HCV-383-3 (Safety Injection Recirculation Isolation Valve) - the initial leak rate measured through this penetration was 15,574.3 sccm. Maintenance Order 871460 was generated to perform M0 VATS on the valve for proper adjustment, and the packing was also replaced. The penetration was retested and left at 0 sccm.

The results of the Type B and C leak rates tests are given in Table VII.

The initial as-found leakage from the Type B and C leak rate tests was 68,926.3 I

sccm. However, since the leakage from penetrations M-93, M-94 and M-95 was determined to not reflect a leak path from the inside of containment to the i

outside, the effective as-found Type B and C leakage total was 23,800.4 secm.

This is within the allowable Technical Specification value. After maintenance, the total as-left leakage was 1,074.2 sccm.
