CRYSTAL RIVER UNIT 3 - /sPPROVAL OF CODE CASE N-416 (TAC NO. 66810) l By letter dated Cecember 8, 1987, Florida Power Corporation (FPC) requested l
approval to reet the ccnditions described in Code Case N-416 in place of doing a radiographic examination following) replacement of FFV-113 (a one and a half inch vent valve on Steam Generator A and FWV-163 (a two inch feedwater vent valve en Steam Generator B). According to the 1966 Code Cases of the ASME Eoiler and Pressure Yessel Code, Code Case N-416 permits the IWA-5000 hydrostatic test to be deferred until the next scheduled system hydrostatic test provided both the following ccnditions are met:
(a) Prior to or immediately upcn return to service, a visual examination (VT-2) for leakage shall be conducted during a system functicnal test or during a system inservice test in the repaired or replaced pcrtion of the piping system.
(b) The repair or replacec.ent welds shall be examined in accordance with IWA-4000 and IWA-7000 using voluretric examination rethods (IWA-2230) for full penetration u lds or surface examination pethods (IWA-2220) for partial penetration welds.
By letters dated April C, 1982 and June 27, 1985, the NRC granted relief from compliance with the ASPE Boiler and Pressure Vessel Code, Sectico XI, Art (cle IWA-5000 for hydrostatic testing portions of main feedwater, nain steam 60d ercrgency feedwater systems, and accordingly FPC concitted to radiographic examir,ations cf repair cr replactn(nt welds. Fewever, for una11 dian.eter welds, such as those described above FPC has determined that radiographic excnination is impractical and has proposed substituting the conditions in Code Case N-416. Since this Code Case is listed in Regulatory Guide 1.147, l
