WATTS BAR NUCLEAR PLANT, UNIT 1 - CORRECTION OF TYPOGRAPHICAL ERROR INCURRED DURING ISSUANCE OF LICENSE AMENDMENT NO. 104

Dear Mr. Barstow:

On October 20, 2015, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 104 to Facility Operating License No. NPF-90 for Watts Bar Nuclear Plant, Unit 1, that revised several technical specifications to support the dual-unit operation of Watts Bar Nuclear Plant, Units 1 and 2 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML15275A042).

Recently, the NRC was notified of an error on TS page 3.4-11 concerning the numbering of the Limiting Conditions for Operation (LCO). As described in a supplement, dated September 3, 2015, to the license amendment request, Tennessee Valley Authority requested a revision to the NOTE for LCO 3.4.6 to add NOTES 2 and 3 (ADAMS Accession No. ML15246A638). to Enclosure 2 of the supplement correctly shows the LCOs labeled as a and b.

However, during the issuance of Amendment No. 104, the NRC issued the revised TS page 3.4 11 with the LCOs incorrectly labeled as c and d.

The purpose of this letter is to issue a correction to TS page 3.4-11 for Amendment No. 104.

The NRC concludes that corrections are entirely editorial in nature and do not change the staffs previous conclusion in the safety evaluation for Amendment No. 104, nor does it affect the no significant hazards consideration, as published in the Federal Register (FR) on September 15, 2015 (80 FR 55383). Enclosed, please find corrected TS page 3.4-11.

RCS Loops - MODE 4 3.4.6 3.4 REACTOR COOLANT SYSTEM (RCS) 3.4.6 RCS Loops - MODE 4 LCO 3.4.6 Two loops shall be OPERABLE, and consist of either:

a. Any combination of RCS loops and residual heat removal (RHR) loops, and one loop shall be in operation, when the rod control system is not capable of rod withdrawal; or

b. Two RCS loops, and both loops shall be in operation, when the rod control system is capable of rod withdrawal.

1. No RCP shall be started with any RCS cold leg temperature d 350ºF unless the secondary side water temperature of each steam generator (SG) is d 50qF above each of the RCS cold leg temperatures.

b. Two RCS loops with both loops in operation when the rod control system is capable of rod withdrawal.

3. Average reactor coolant temperature shall be maintained > 200ºF for the initial 7 hours8.101852e-5 days <br />0.00194 hours <br />1.157407e-5 weeks <br />2.6635e-6 months <br /> after entry into MODE 3 from MODE 1 or MODE 2.
