DPR-71 & DPR-62 RESPONSE TO REQUEST FOR INFORMATION TECHNICAL SPECIFICATION 3.0.3 AND 3.0.5 Gentlemen:
Carolina Power & Light Company submitted a request for a license amendment on March 2,1987 for the Brunswick Steam Electric Plant (BSEP), Unit Nos. I and 2 relating to Technical Specifications (TS) 3.0.3 and 3.0.5. On July 30,19.87, the NRC requested additional information concerning this issue. The Company's response is enclosed.
As noted above, the Company submitted a proposed Technical Specification Change request on March 2,1987 to revise TS 3/4.8.1.1. Subsequently, on March 27,1987, the NRC issued Amendments 104 and 134 to the BSEP-1 and BSEP-2 Technical Specifications, respectively. These amendments also changed TS 3/4.8.1.1. The NRC Staff concerns apparently stem from the fact that the March 2,1987 request does not incorporate revisions approved and issued by Amendments 104 and 134. Therefcre, the majority of the NRC concerns can be addressed by incorporating the changes made in the March 27,1987 amendments.

I Question 1:
Specification 3.0.5 requires that a 1 redundant r / stems, subsystems, trains, components, and devices must be operable while the proposed action items a2 and b2 for Specification 3.8.1.1 reduces this requirement from all redundant systems to only systems associated with one division that depend on the remaining offsite circuit or diesel generator as a source of power. Provide a justification for reducing the requirements of Specification 3.0.5 4

The statement "that depend on the remaining offsite circuit as a source of power" has been deleted from action a.2.
Question 2:
When one offsite circuit is inoperable, the licensee has proposed to change action item a2 of Specification 3.8.1.1 such that only one diesel generator not currently running need be verified operable versus all four diesel generators. Provide justification for the proposed change.
Response
As stated in the cover letter, Amendments 104 and 134 to the BSEP-1 and BSEP-2 TS were issued af ter the original submittal on TS 3.0.3 and 3.0.5 was made. The item concerning diesel generator operability is now action a3. Changes made in Amendments 104 and 134 have been incorporated, and the statement "on those diesel generators not currently operating" was added to address this concern.
Question 3:
Action items a2, b2, ci, dl, and el of Specification 3.8.1.1 require diesel generators to be started and load tested. The licensee's proposed change removes the load test part of this requirement.
Justify the elimination of load testing.
Response
Actions a2, b2, cl, dl, and el have been changed to reflect those changes made in Amendments 104 and 134. By so doing, this concern is resolved.
Question 4:
The identification included as part of action b of Specification 3.8.1.1 for the length of time a diesel generator must be considered inoperable has been removed. Provide justification,

The footnote was added in Amendments 104 and 134. Therefore, this item is resolved.
Question 5:
The term " required" has been added to action items bl and c4 of Specification 3.8.1.1 to describe the two A.C. offsite sources.
Describe the purpose and justification for adding the term.
Response
The word " required" has been deleted.

Question 6:
Action items c3 and c4 of Specification 3.8.1.1 have been combined and the first sentence of action items c3, c4, d3, and e3 of Specification 3.8.1.1 have been removed. Describe the purpose and justification for the proposed changes.
Response
Amendments 104 and 134 split item c3 into items c3 and c4 and revised items d3 and e3. These actions statements have been changed to reflect the Amendment 104 and 134 changes.
Question 7:
The requirements to go to cold shutdown within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> af ter reaching Hot Shutdown has been removed from action item d2 of Specification 3.8.1.1. Justify the removal of this requirement.

Question 8:
In action item el of Specification 3.8.1.1, the term " power sources" has been replaced with the term " circuits." Provide justification for this change.

The term " circuits" has been replaced with " power sources" as the Technical Specification currently reads.
