l SAFETY ISSdE MANAGEMENT SYSTEM _(SIMS)

A. Background

1. Originally, the EDO proposed development of a Generic Issue Management System (GIMS) with NRR. GIMS would track issues affecting power reactor licenseec with generic implications.
a. GIMS has now been expanded for Core,ission wide use and renamed l SIMS.
b. SIMS is in the development / expansion phase and is currently run from the NIH mainframe. .

c. No longer just power reactor issues, but all or most safety issues which affect any licensee.

I B. Impact on NMSS/FC

1. Material Safety Regulatory Improvements Database i
a. The first FC database being considered for merger into SIMS is the Material Safety Regulatory Improvements (MSRI)

Database.

b. MSRI is now a local system developed by FC staff to run on an IBM-PC-XT with dBase III plus software.
c. MSHI now includes over 100 items and recommendations originating from the Lessons Learned Review Group and internally identified Follow-on Tasks. Once the Materials Safety Regulatory Review Study Group completes its report, its recommendations will also be incorporated and tracked in MSRI and/or SIMS,
d. Three meetings have occurred between FC and the Office of Resource Management to discuss the adaptability of MSRI into SIMS. Both sides are considering the extent of modification needed as well as the cost of such a move.

Alco unresolved is the' budget responsibility (is it an HMSS or RM expense?).

e. A more complete report on MSRI suitability for SIMS will be made by FC on October 10 (reference HMSS ticket 86-786).

2. Licensing Manacement System

Using definition of SIMS from A.1. above, most of LMS'would I b.

not be made part of.SIMS.

c. What is'more likely to occur, is a link between SIMS and LMS, since both run from an NIH mainframe.

d. With this link, SIMS users could access LMS.  !
3. Transportation 1
a. There have been no discussions about making any of our transportation data a part of SIMS, however, a ,

comprehensive data base'on certified cask designs might! 1 be appropriate for SIMS.
