TEST .

REQUIREMENT:- If an' increase'in stroke time of'25% or More froM

'the Previous test for valves with stroke times greater _than 10 sec.-or 50X1or More for valves'with stroke times les .

than or equal .to 10 sec. is observed, test frequency.shall be increased'to.once each Month until corrective action-is taken, at which time the original test frequency shall be resumed. In any case, any abnormality'or erratic action shall be reported.

BASIS

- FOR RELIEF: ~ Comparison with the Previous test-often causes a needless and inappropriate entry intoothe increased frequency of testing. A one-time test result of low value can often occur iMMediately after valve Maintenance in which, for. example,.the stem is lubricated. The following test.say, after a normal 92 day interval, can then result in a return to the normal valve stroke time. If the difference between these two times is More than that allowed (25%.or 53%) the valve will be put in the increased frequency of testing and require. corrective action. This happens frequently and causes valves to be the subject of corrective action even when they are functioning properly and norMally.

REQUIRENIJ':. .Ualves that cannot be exercised durin; plant operation shall be specifically identified by the Owner and shall be full-stroke exercised'during cold shutdowns. Full-stroke exercising during cold shutdowns for all valves not

> full-stroke: exercised during plant operation ~shall be on a

~ frequency determined-by the intervals between shutdowns as follows: for. intervals of-3 Months or_ longer, exercise during each shutdown; for intervals of less than 3 Months, full stroke exercise is not required unless 3 Months have passed since11ast shutdown exercire.

BASIS FOR RELIEF: If a plant cold shutdown is of such short duration that all of the cold shutdown testing cannot be completed as required, then the plant startup can be delayed for this t e s t i e.g . This .'sas not been required of other plants with approved Inservice Testing Programs.

1. Stroke direction indicates the direction which an active valve must stroke to perform its safety function. Also, the direction in which the valve will '

be stroked to satisfy the exercising requirements'of Reference 2.1.3, "IW-3410 or IW-3520. This may be specified as open (0), closed (C) or both {
