APPENDIX A NOTICE OF VIOLATION i

Houston Lighting & Power Company Docket:

50-498 South Texas Project, Unit 1 Permit:

CPPR-128 During an NRC inspection conducted on April 20 through June 26, 1987, a violation of NRC requirements was identified.

The violation involved failure to follow procedures for external surface cleanliness of stainless steel piping.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violation is listed below:

Criterion V, Appendix B of 10 CFR Parc E0 requires that activities affecting quality be prescribed by and accomplished in accordance with appropriate instructions.

The specification for piping erection and field fabrication, Specification SA010PS002, requires that external surfaces of stainless steel shall be free of organic films and contaminates such as l

oil, paint, and preservatives.

j Contrary to the above, the NRC inspectors observed that the externM surfaces of the discharge piping of the containment spray' pumps, the high head safety injection pumps, and the low head safety injection ramps were spattered with paint, insulation glue, and lubricants.

This is a Severity Level IV violation.

Pursuant to the provisions of 10 CFR 2.201, Houston Lighting & Power Company is hereby required to submit a written statement or explanation to this Office within 30 days of the date of the letter transmitting this Notice.

This reply, should include for each violation:

(1) the reason for the violation if admitted, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
