Gentlemen:

This refers to the inspection conducted by Messrs. R. G. Taylor, J. E. Bess,

J. I. Tapia, L. D. Gilbert, G. A. Pick, other personnel of this office, and NRC

consultants during the period April 20 through June 26, 1987, of the activities

authorized by NRC Construction Permits CPPR-128 and CPPR-129, for the South

Texas Project, Units 1 and 2, and to the discussion of our findings with

Mr. J. Westermier and other members of your staff during the course and at the

conclusion of the inspection.

Area examined during the inspection included licensee action on previous

inspection findings; followup on licensee action on IE Bulletins and Circulars;

followup on licensee reported significant construction deficiencies; followup

on licensee action in regard to Part 21 reports; and the "as-built" inspection

in the area of electrical, structural, and piping systems. Within these areas,

! the inspection consisted of selective examination of procedures and l

l representative records, interviews with personnel, and observations by the NRC

l inspectors and consultants. The inspection findings are documented in the

l enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. You were notified of two such violations by our

letter dated June 22, 1987, to which no additional response is required. You

are required to respond to the violation enclosed with this letter, in writing,

in accordance with the provisions of Section 2.201 of the NRC's " Rules of

Practice," Part 2, Title 10, Code of Federal Regulations. Your response should

l be based on the specifics contained in the Notice of Violation enclosed with

l this letter.

The response directed by this letter and the accompanying Notice is not subject

l to the clearance procedures of the Office of Management and Budget as required

l by the Paperwork Reduction Act of 1980, PL 96-511.
