OF JULY 29,1998, MEETING REGARDING ULTIMATE HEAT SINK LICENSE CHANGE REQUEST i

This summary refers to the meeting with Public Service Electric and Gas Company (PSE&G) conducted on July 29,1998, at the U.S. Nuclear Regulatory Commission (NRC) office in Rockville, Maryland. The meeting was held to discuss technical issues associated with PSE&G's proposed license change request related to the Ultimate Heat Sink (UHS) for Hope Creek Generating Station. A list of the attendees at the meeting is enclosed (Enclosure 1).

The purpose of the meeting was for PSE&G to provide additionalinformation to complete the submittal and to resolve the questions submitted to PSE&G via the NRC's request for additional i.

Information (RAI) dated July 17,1998. The RAI was submitted in response to PSE&G's request j dated June 12,1998, to make changes to the Technical Specifications associated with the UHS temperature limits. PSE&G provided a response to the RAI questions via their letter dated July 23,1998. '

in order to facilitate resolution of the RAI questions, PSE&G provided an overview on the operation of the Station Service Water System (SSWS) and the Safety Auxiliaries Cooling System (SACS). PSE&G also discussed how the analysis associated with the UHS license change request was performed. PSE&G provided partial copies of calculations EG-0046 (Enclosure 2) and EG-0020 (Enclosure 3) in order to facilitate the NRC review of the UHS license change request.

The PSE&G response to the RAI dated July 23,1998, was reviewed. The resolution of each of the NRC's questions was as follows:

The NRC staff stated that PSE&G's response to questions 1,2, and 6 through 21 were j acceptable. The NRC staffis still evaluating the response to questions 3,4, and 5, Based on the information provided by PSE&G at the meeting, the flow balance diagrams and heat balance j diagrams requested by NRC questions 10 and 11 do not need to be provided.

Questions from Ooerator Licensina and Human Performance Branch I

The NRC's RA! letter dated July 17,1998, included nine questions from the Operator Licensing and Human Performance Branch. The NRC staff stated that PSE&G's response to questions 1 i j through 9 were acceptable. >

, . 1 2-Questions from Containment Systems Branch The NRC's RAI letter dated July 17,1998, included one question from the Containment Systems Branch. The NRC question related to the computer codes used by General Electric Company (GE) for the containment analysis during original plant design and for the current UHS license ct.ange request.

The PSE&G response stated that per Section 6.2 of the Updated Final Safety Analysis Report (UFSAR), GE used the SHEX computer code for the original Hope Creek containment anc!ysis.

The NRC staff asked for a more specific reference. PSE&G stated that UFSAR page 6.2-131 Reference 6.2-2, references GE topical report NEDO-10320, which was issued in April 1971.

PSE&G also stated that they have confirmed through contact with GE that SHEX was the computer code used in NEDO-10320.

Subsequent to the meeting, further investigation was done by the NRC staff relative to the computer code used for the containment analysis. GE topical report NEDO-10320 was reviewed and it does not provide any references to the SHEX code. Note, the NRC's position on the use of the SHEX computer code was addressed in a letter from the NRC to GE dated July 13,1993.

This letter stated that the code has not been approved for generic use. However, the use of the SHEX code can be accepted on a plant-specific basis, provided that benchmarking analysis is performed against the original code.

In a letter to the NRC dated August 13,1992, Detroit Edison provided information regarding the use of the SHEX computer code for the Fermi 2 power uprate safety analysis. The letter states in part that during the 1970's the approach used by GE to calculate the long-term containment response consisted of two codes. The M3CPT code was used to calculate the response from the time of LOCA start to the initiation of containment cooling. The HXSIZ code was used from the initiation of containment cooling to beyond the time the peak pool temperature was reached.

The approach used by GE in more recent years (1980's and 1990's) has been to use the SHEX code for long-term analysis. This letter goes on to state that it could not be established with certainty that the FSAR long-term containment analysis was performed with HXSIZ for Fermi 2.

However, based on certain assumptions used in the FSAR that were consistent with HXSIZ l modeling, and the fact that the Fermi 2 FSAR was docketed in April 1975 (which is in the time frame when HXSIZ was being used), it was concluded that HXSIZ was most likely used in j

generating the long-term containment response of the Fermi 2 FSAR.
