Box 388-Forked River, NJ 08731 Gentlemen: i In order for the Regicn to fully support the Oyster Creek partial-scale emergency exercise scheduled for the week of April 10, 1988, an adequate review of the exercise objectives and scenario is essential. The guidelines identified below will be used for the 5,ubmittal and review of the objectives j and scenario packages prior to the exercise. You will note that the schedule l has been revised to reflect milestones established in FEMA's draft memorandum EX-3 dated July 16, 1987 which we anticipate will be issued in final. Region I j has found that license n generally comply with these guidelines, however, we recognize the need to stress the importance of both completeness and timeliness. The following schedule should be used for all exercises: Days in Advance Information to be Submitted 100 Description and scope of exercise, and the objectives to be fulfilled should be received in the Region I office. The objectives should include 4 specific objectives to demonstrate, where appropriate, .the effectiveness of corrective actions taken in regard to problem areas which have been previously identified during NRC inspections, emargency exercises and drills and your internal evaluation process. 80 NRC will provide connents, in writing, based on our review of your submittal. 65 Complete exercise scenario package with modified objectives, schedules, exercise rules, all controller, contingency and simulation information, 209 0 all data, including plant data, radiation level and g2$[>oh$000219 release rate date, and samples of the data to be PDR presented should be received in the Region I office. In addition, please send two copies directly to Battelle Pacific Northwest Laboratory, Attn: Mr. James Jamison, Emergency Preparedness Group, Health Physics Department, 2955 George Washington Wsy, Richland, WA 99352, in order to expedite the review process. If you anticipate that the deadline will not be met, we recommend you use overnight mail. The NRC emergency preparedness specialist responsible for evaluation of your exercise is Mr. Charles Amato. Please identify the name, address and phone number of the individual on your staff with whom we should interface. Your continued cooperation in this matter is greatly appreciated.
