SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO.12 TO' FACILITY OPERATING LICENSE NO. NPF-57 l PUBLIC SERVICE ELECTRIC & GAS COMPANY ATLANTIC' CITY ELECTRIC COMPANY HOPE CREEK GENERATING STATION DOCKET NO. 50-354

1.0 INTRODUCTION

By letter dated August 12, 1987, Public Service Electric &- Gas . Company (the licensee) requested an amendment to Facility Operating License No.

NPF-57 for the Hope Creek Generating Station _ The proposed amendment would revise the Technical Specifications requirement for emergency diesel generator air starting receiver minimum pressure. :The current Technical Specification requires an emergency diesel generator air-starting receiver minimum pressure of 380 psig. The proposed amendment would change this minimum required pressure to 325 psig. The licensee j states in its request: j The present Technical Specification Section 4.8.1.1.2.a.7 minimum value of 380 PSIG was erroneously selected as the -

minimum air start receiver pressure. The limit selected should have been the low pressure alarm setpoint of 325 j PSIG, as described in the FSAR, not the compressor normal cycling setpoint of 380 PSIG. 1 2.0 EVALUATION The acceptance criteria related to the minimum required pressure of the  !

starting air receivers are stated in items 4g and 4h of Standard Review Plan Section 9.5.6 " Emergency Diesel Engine Starting System." These are:

a. As a minimum, the air starting system should be capable of cranking a cold diesel engine five times without i recharging the receiver (s). I capacity should be determinedTheairstarting) as follows: (1system-

- each cranking cycle duration should be approximately.3 seconds; (2) consist of two to three engine revolutions';

or (3) air start requirements per engine. start provided  ;

by the engine manufacturer; whichever air' start require-  ;

ment is larger. '

b. Alarms should be provided which alert operating personnel '

if the air receiver: pressure falls below the minimum allowable value.

FSAR Section 9.5.6 and the licensee's response to FSAR Question 430.122 describe the air starting system as capable of performing its function j in conformance with Standard Review Plan Section 9.5.6 when the air 1 starting receiver pressure is at the low pressure alarm setpoint of 325 I PSIG. The licensee's August 12, 1987 submittal reports that the FSAR i statements pertaining to the air starting system were verified during 1 the Hope Creek Preoperational Test Program. )

Specification minimum air start receiver pressure of 325 psig is 1 adequate, confoms with the Standard Review Plan acceptance criteria and )

is acceptable. I

3.0 ENVIRONMENTAL CONSIDERATION

This amendment involves a change to a requirement with respect to the .

installation or use of a facility component located within the restricted  !

area as defined in 10 CFR Part 20 and changes to the surveillance i requirements. The staff has detemined that the amendment involves no l significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Comission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there ,

has been no public comment on such finding. Accordingly, this amendment i meets the eligibility criteria for categorical exclusion set forth in 10 CFR51.22(c)(9). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

No public coments were received and the State of New Jersey i di. not have any ccaments.  !

'he staff has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Comission's regulations and the issuance of this amendment will not be i inimical to the comon defense and security nor to the health and safety l of the public.
