Gentlemen:

This refers to the investigations conducted by.the NRC Office'of Investigations, Region.IV Field Office of activities authorized by Construction Permits CPPR-128 and CPPR-129 for the South Texas Project.

The investigations were initiated to determine (a) whether a former EBASCO quality control calibration laboratory supervisor and coworkers had been intimidated by management and had subsequently falsified records and (b) whether a former EBASCO quality control inspector had been harassed.

Synopses of these investigations are enclosed.

The NRC staff has reviewed the investigatory findings and no violations or deviations were identified.
