- The Nuclear Regulatory Commission (NRC), Region IV Regional Administrator requested the Office of Investigations (01) conduct an investigation concerning allegations of harassment made by a former EBASCO Quality Control (QC)InspectoremployedatSouthTexasProject(STP). The alleger initially sent a letter to the NRC Region IV office indicating he was harassed by being accused of drinking on the job and also allegedly taking excessive prescribed hypertension medication. The alleger stated he was forced to submit to a medical examination. The alleger also stated he was harassed in that his supervisor wrote a performance evaluation with which he (alleger) did not agree, and also the supervisor did not honor his request for a transfer.
When interviewed by 01, the alleger stated the matter regarding his alleged excessive use of hypertension medication had been resolved to his satisfaction by STP personnel. The former QC Inspector provided additional information concerning the alleged harassment related to accusations that he drank on the job, his disagreement concerning his performance evaluation, and the alleged failure of his supervisor to act on his request for transfer.
An 01 review of EBASCO personnel records disclosed the former QC Inspector had voluntarily resigned from his job with EBASCO due to his disagreement relative to his performance evaluation. The evaluation, in the file, reflected the alleger's overall perfonnance was " satisfactory."
01 interviews of EBASCO management personnel disclosed the alleger was required to submit to a medical examination during the summer of 1985 subsequent to management's receipt of an anonymous phone call stating the alleger was acting " strange" and was possibly under the influence of either drugs or alcohol. Management personnel interviewed stated it is EBASCO policy to require a medical examination of personnel accused in this manner in order to ensure the safety and welfare of site employees. The management personnel stated the alleger was examined and no indication of drug / alcohol use was found.
An 01 interview of the alleger's former supervisor disclosed the alleger's performance evaluation was based on the supervisor's objective appraisal of the alleger's performance during that rating period. The supervisor did not recall the alleger submitting a request for transfer but stated that, if'he did, the request was forwarded to EBASCO management for consideration which is based on EBASCO site manpower needs.
This investigation disclosed no evidence that the alleger was harassed by EBASCO management or his immediate supervisor.
