i SYNOPSIS In August 1985, the Nuclear Regulatory Commission (NRC), Region IV, requested an investigation following receipt of a complaint from a former EBASCO cali-bration laboratory (CL) supervisor at the South Texas Project (STP). He stated that in 1984 his supervisors attempted to intimidate him and his coworkers, thereby encouraging them to possibly falsify calibration records..
Between May 1985 and April 1986, the NRC conducted five inspections which revealed two violations of NRC requirements wherein the CL failed to follow approved procedures and failed to have approved procedures for activities affecting quality.
These NRC inspections and Houston Lighting and Power Company (HL&P) corrective actions were monitored by the NRC and resulted in the review and corrections of approximately 6,000 CL records. These records have been reported to be acceptable to the NRC.
This investigation disclosed that the alleger, EBASCO supervisors of the CL, and ai? the alleger's EBASCO coworkers (technicians), who worked at the CL in 1984, were no longer employed at the CL. Two HL&P quality assurance (QA) auditors and one former supervisor who were associated with the CL and the alleger were located and interviewed. Three EBASCO employees who worked under the alleger's supervision were also located and interviewed. Testimonial evidence was developed that described the alleger as " paranoid." Documentary evidence disclosed that the alleger was determined as having " unacceptable performance as a supervisor." Personnel records disclosed that the alleger was terminated in 1984 af ter receiving letters of warning by two different supervisors.
This investigation disclosed no evidence of record falsification and/or intimidation of the alleger. The allegations were not substantiated.
