As a voter in the state of Illinois, I am asking your cooperation in requesting the Nuclear Regulatory Commission to do an environmental innact statement regarding the storage of spent j l nuclear fuel rods in VSC-24 casks at the Palisades power plant, on

the shore of Lake Michigan in Covert, Michigan.

The Palisades Nuclear Power plant has already begun placing the rods in these storage casks which have not been fully tested to assure reasonable safety It seems to me that such action should never be permitted. If we l cannot agree to store nuclear waste in deserts or salt mines, why ,

! should we. store such potentially risky materials in an area where the temperature varies, where the ground is porus (sand), and where the largest cluster of fresh water lakes in the world is found?

Please look into this matter which is of national, state and local concern. I look forward to hearing from you.

Dear Senator:

Along with the endosed letter I wanted to make you aware of a situation which is an outgrowth of Commonwealth Edison's campaign to discourage people familiar with their plan to reduce security at nudear power plants from writing to you.

At the Dresden plant, the Local 73 Chief Steward was forced by Burns Security management to remove all matenal from the Union bulletin board as "inappropdate" or

" unnecessary." Induded in this material was a poster. It is a poster that was proudly carried by Local 73 members last summer during the march on Washington, D. C. It is a poster honoring Dr. Martin Luther King, Jr. expressing that the Service Employees International Union intends to keep his dream alive.

Last January at our stewards conference, the poster was made available to all stewards as a present from Local 73. The stewards at Dresden posted theirs on the union bulletin board as a reminder of our pledge.

I am proud to point this out because they made this commitment even though out of the hundreds of Burns security officers we represent in nudear plants, only two security officers are African-American.

l Further I am ? eased to say that one of the stewards was so outraged that he tried l to physically block t se removal of materials induding the poster from the bulletin board, but was eventually unsuccessful. Burns will no doubt try to blame this inddent on " low-level supervisors" or " misunderstandings" but it is dear that Burns' supervisors do nothing without high-level approval.

1 Senator Carol Noseley-Braun April 1,1994 page 2 I am pointing out this inddent to you not only because of an outrage that a tribute to Dr. Martin Luther King could be deemed " inappropriate" but because it evidences the lengths that Burns Security and Commonwealth Edison are going to in order to retaliate against us for trying to bring to your attention the public's concern over their secret plan to reduce security at nudear plants to increase tait profits.

They have launched a massive misinformation campaign to persuade the public that this is not the case while secretly going to the Nudear Regulatory Commission for permission to drastically cut security by mid-Aoril without the opportunity for public hearings or comment.

Those of us concemed about this desperately need your help in stopping this program. We have worked together with you in the past and look forward to doing so l in the future but at this point we need your help agg to protect our nuclear plants and i to get our poster back.

has come to my attention that you confronted Imal 73 Chief Stewar n March 26,1994 and questioned him about the source Comm nwealthEdison(CECO)prei-if. Thelettersinquestionwereapparendy, letters from concerned dtizens to Senators Paul Simon and Carol Moseley-Bradn, and Rexesentative George Sangmeister concerning the Commonwealth Edison Plan to rec uce security at its nudear plants in order to increase profits.

It is further my understanding that you called the presence of those letters an

e I find the coincidence of this action beyond credibility and can only ude that Bums' action was at CECCys request or instigation and most definitely retaliatory in nature. Without comment on the propriety of your actions,I would like -

to point out the following:

1) It's my information that the letters in question do not carry any union logo or affiliation and in fact do not mention a union or union dispute with Commonwealth Edison.
2) Even it this were the case, the presence of information which CECO, understandably is embarrassed by and does not want made public, does not constitute an " informational picket." Of you need instruction on what dggg constitute an informational picket perhaps that can be arranged.)

3. There is nothing in our labor agreement that prohibits an informational picket.
4. Even if this were a contract dispute involving an employer / union, CECO is not a party to our contract and should not interfere in our contract.

Finally,1f Commonwealth Edison with an of its public relations machine, paid for by rate payers across Illinois, is so afraid that concerned citizens are trying to inform their elected representatives about CECO's lii.c.pensible actions that it feels the need to intimidate them into silence, I am sure these citizens will find another way to communicate with their elected officials.
