REQUEST FOR ADDITIONAL INFORMATION REGARDING CRITICALITY SAFETY EVALUATIONS (TAC NOS. L30812 AND L30877)

Dear Mr. Williams:

This refers to your submittals dated October 4,1995 and April 30,1996, which are being used to partly satisfy the requirements of Safety Condition S-2 of Materials License SNM-1107.

These two submittals reflect the high risk situations, as agreed upon by both Westinghouse and NRC staff, of the Ammonium Diuranate Conversion (ADU) Process and the Uranyl Nitrate (UN)

Bulk Storage System.

Based on discussions during the January 9,1998, meeting, NRC staff visited your site several times from January 1998 to April 1998. Although you provided a summary of the Criticality

Safety Evaluation (CSE) and fault tree information for the UN Bulk Storage System in the submittal dated April 30,1998, (TAC No. L31079), that submittal does not provide the complete information needed to satisfy the requirements of Safety Condition S-2 for the UN Bulk Storage System. Based on the results of those site visits and our review of your submittals, additional information is needed before final action can be taken on your request.

The NRC requests that you submit Section 1 (Process Description) and Section 5 (Safety Analysis) of the CSEs for both the ADU Process and UN Bulk Storage System for NRC staff review. The additionalinformation should be provided within 30 days of the date of this letter.

Note that non-proprietary versions of these sections are required per 10 CFR 2.790 unless the entire sections are proprietary or after blacking out the proprietary parts of the sections, the remaining portions of the sections become meaningless. Please reference the above TAC Nos.
