- p. predecessors have provided professional engineering services since 1938 to the U.S.
broadcasting industry, and also have provided such services worldwide, including feasi-bility studies, design, and commissioning of broadcast facilities.

At LILCO's request, Cohen and Dippell, P.C. conducted several studies con-cerning the coverage of certain radio stations that have agreed to participate in the Shoreham EBS. One study relied on actual FM field strength measurements for station WPLR-FM in New Haven, Connecticut in order to demonstrate the extent of WPLR's actual coverage area, taking into account the specific terrain effects between the sta-tion and measurement points in the 10-mile EPZ and beyond. The results of this study are presented in the June 1987 Engineering Report that is Attachment 5 to this motion.
Another study examined the computed signal contours for all of the Shoreham EBS l
members except WRIV (AM)in Riverhead. The results of this latter study are presented l

in the September 1987 Engineering Report that is Attachment 6 to this motion. Both reports were prepared by me or under my supervision and direction.

Based on field strength measurements and actuallistening tests, WPLR-FM provides 24-hour coverage to the entire 10-mile EPZ around Shoreham.

Based on computed (predicted) s!gnal contours, WRCN-FM provides 24-hour coverage to most (about 92%) of the 10-mile EPZ around Shoreham.

Based on computed (predicted) signal contours, radio stations WICC (AM) and WELI (AM) provide coverage to the full Shoreham 10-mile EPZ during the day.

Based on computed (predicted) signal contours, radio stations WRHD (AM),
WLIM (AM), and WLNG (AM) provide coverage to portions of the 10-mile EPZ around Shoreham during the day.

The signal contours depleted in the September 1987. Engineering Report were generated from the FCC-recognized signal strengths in the radio stations' license files, and are generally very conservative. Most stations' actual broadcasts would be ht ed at distances well beyond those shown in the computed (predicted) contours.
