AFFIDAVIT OF DOUGLAS M. CROCKER IN SUPPORT OF LILCO'S MOTION FOR

SUMMARY

DISPOSITION OF THE WALK RADIO ISSUE -

Douglas M. Crocker, being duly sworn, deposes and says as follows:

1.

I am employed by LILCO as Nuclear Emergency Preparedness Manager with' i

the Nuclear Operations Support Department. My professional qualifications are bound into the record following transcript page 17,421, as part of LILCO Exhibit 1 in the re ' -

ception centers remand proceeding. I have personal knowledge of the facts recited i

below. Most of the facts are based on agreements (between LILCO and participating radio stations) that are attached to this summary disposition motion or are bound into i

the record below following transcript page 5254.

During July and August,1987, LILCO contacted each of the radio stations that had previously agreed to participate in the Shoreham EBS to determine whether 1.

they were still willing to do so. Three stations [WBLI (AM), WCTO (AM), WGSM (AM)]

either declined to participate further or did not return LILCO's calls. One station,-

WLIX (AM), simply returned its EBS equipment to LILCO.

Radio station WPLR-FM has entered into an agreement with LILCO to par--

Icipate in the Shoreham EBS.

4.

Radio station WPLR-FM broadcasts at a power level of 14.1 kilowatts twenty-four hours a day, seven days a week.

LILCO has agreed to pay all expenses incurred in connection with the ini-tial purchase and installation for WPLR-FM of all equipment necessary for WPLR-FM to 1

serve as the trigger station in the Shoreham EBS, including a 60 kilowatt backup gener-l ator for the transmitter site, a 6 kilowatt generator for the studio, and a microwave transmitter and receiver package.

A test of the EBS tone alert was conducted on September 22,1987. The EBS tone emitted by WPLR-FM activated an emergency alert receiver at the Shoreham site, and the EBS test message was clear and strong.

. Radio station WELI(AM) has entered into an agreement with LILCO to par-q ticipate in the Shoreham EBS.

Radio station WICC (AM) has entered into an' agreement with LILCO to l

participate in the Shoreham EBS.

9.

LILCO has agreed to provide and install at radio' stations WELI (AM) and l

WICC (AM) any additional equipment mutually agreed to be necessary for each to par-l ticipate as agreed in the Shoreham EBS.

10. At LILCO's expense, the tone alert receivers previously provided to special facilities and certain large employers, set to be activated by. WALK radio, will be l-modified or replaced with radios set to be activated by.WPLR-FM.

11. At LILCO's expense, the tone alort receivers previously provided to radio stations that were part of the WALK-triggered Shoreham EBS will be modified or re-l placed with receivers set to be activated by WPLR-FM instead of by WALK.
12. Radio station WICC (AM) broadcasts 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> a day, at a power level of 1 kilowatt during daytime hours and.5 kilowatts during nighttime hours.

14. The agreements that WICC.(AM) and WELI (AM) have entered into with LILCO state that each station is permitted under its license to broadcast at any time in response to emergency conditions.
15. If the Board so directs, LILCO will incorporate into its EBS messages a sim- -

pie instruction for residents to " pass the word" about EBS messages to others.
