On September 3, 1987, at a meeting in Bethesda, Maryland, GPU Nuclear-Corporation presented the methodology you plan to use to develop new seismic i

floor response spectra for Oyster Creek Nucicar _ Generating Station.

For the l

two horizontal components of the ehrthquake, you proposed to use the 0.165g l

ZPA Ground Response Spectra, which was approved for use by the NRC staff during the implementation of the Oyster. Creek Systematic Evaluation Program (SEP). The original design was based on the use of 0.2?g ZPA Housner Spectra committed in the FSAR.

Based on the following considerations:

(1)theseismicdesignphilosophy incorporated in the SEP, (2) the earlier staff review effort expended in the development of the proposed spectra, and (3) confirmation that for the frequency range of interest the designs resulting from the,use of the proposed spectra in combination with the present day engineering criteria would be at least as conservative as those computed from the use of the-original FSAR spectra and accompanied engineering criteria, we accept your proposed ground i

response spectra provided that:

(a) the detailed soil-structure interaction analysis with the spectra con.patible input time histories will be used in accordance with the l

applicable SRP criteria; 1

(b) the responses to the request for additional information and analyses discussed during the meeting and stated in the Meeting Summary dated September 11, 1987 are satisfactory, and; (c) the results of the audit (to be conducted on November 17 and 18, 1987) of the methodology and sample calculations are acceptable.
