t ENCLOSURE 1 NOTICE OF VIOLATION, I

Florida-Power Corporation Docket No. 50-302 Crystal River License-No. OPR-72 During -the Nuclear Regulatory Commission (NRC) inspection conducted on

September 12 - October 9,1987, a violation of NRC requirements was identified.

The violation involved a failure to adhere to plant procedures. In accordance with the '" General State 11ent of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:

TS 6.8.1.a require; the implementation of written procedures for those activities recommended in Appendix "A" of Regulatory . Guide 1.33, November 1972.

Regulatory Guide 1.33, Appendix "A", Section G.1, recommends procedures for the discharging of liquid radioactive wastes to the environment.

Operating procedure OP-407-H, Operation of the Laundry and Shower Monitoring Tanks, provides instructions for discharging radioactive wastes  !

from these tanks to the environment and requires in step 3.2.7.5 that the tank discharge flow rate be set at 90% or less of the flow rate specified on the Liquid Radwaste Release Permit (LRWRP) and in ' step -3.2.10 that valve RWV-109 be closed following completion of a discharge.

-Contrary to the above: i 1

- On September 21, 1987, the laundry and shower monitoring tanks were released at a tank discharge flow rate that exceeded the 18 gpm required by step 3.2.7.5. The tanks were released at a flow rate of  !

30.6 gpm. T

- During the period of September 28 and 29, 1987, valve RWV-109 was not closed following completion of two laundry and shower monitoring tank discharges.

This is a Severity Level IV Violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Florida Power Corporation is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:
