4 Docket Nos.: 50-413 and 50-414- 30 SEP 1987 Mr. H. B. Tucker, Vice President Nuclear Production Department Duke Power Company 422 South Church Street Charlotte, North Carolina 28242

Dear Mr. Tucker:

Subject:

Adequacy of the Nuclear Service Water System Design - Catawba Nuclear Station, Units 1 and 2 By letters dated August 14 and 21, 1987, you responded to the NRC staff letter dated August 7, 1987, requesting that you provide, pursuant to 10 CFR 50.54(f),

(1) an analysis justifying the adequacy of one nuclear service water pump to supply both units, or (2) a description of actions implemented or planned to be imple-mented that justify continued plant operation in view of staff concerns regarding whether the system satisfies General Design Criteria (GDC) 5 and 44.

As a result of the staff review of your submittals and the infonnation prcvided at the August 27, 1987, meeting, we conclude based on the enclosed Safety Evalu-ation Report that, with the procedures implemented, your design and operation meet GDC 5 and 44 However, the Technical Specifications addressing the nuclear service water sys2.:..:. are inadequate in that they do not reflect the ,

i shared aspects of the system. Thus, we request that you propose revised Tech- I nical Specifications and associated bases to specifically address the fact that )

the nuclear service water system action statement applies to both units any time 1 a diesel generator or a shared component is taken out of service, and is appli-  !

cable during all modes of operation.

Should you have any questions regarding this matter, please contact the project manager, Kahtan N. Jabbour at (3011 492-7367.

Sincerely,

\9 Steven A. Varga, Director
