SUBJECT: NOTICE OF VIOLATION

(NRC INSPECTION REPORT NO. 50-395/87-24).

This refers'to the Nuclear Regulatory Commission'(NRC) inspection conducted

by'R. L. Prevatte from August 1 - September 30, 1987. The inspection included

a . review of activities authorized by NRC Operating License No. NPF-12 for your

V. C. Summer Nuclear' Facility. At the conclusion of the inspection, the

' findings lwere . discussed with those members of your staff identified in the

enclosed report.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activi-

ties in. progress.

The inspection findings indicate that certain activities violated NRC require- ,

"

ments. The violations, reference to pertinent requirements, and elements to be

included in your response are presented in the enclosed Notice of Violation.

-The violation described in the enclosed Notice is similar to a violation i

contained in the Notice sent to you by our letter dated August 8,1986. -l

-Because "similar violations," as described in the NRC Enforcement Policy, are j

of significant concern to the NRC, please give particular attention in your "l

response to the identification of the root cause of this problem and your.

corrective action to prevent recurrence.

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget issued under the

. Paperwork Reduction Act of 1980, PL 96-511.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10,-Code of Federal Regulations, a copy of this letter and its

enclosure will be placed in the NRC Public Document Room.
