RESOLUTION OF.L'IQUID EFFLUENT CONCERNS (TAC N0. 64736)

This letter contains a status of our review and a list of additional informa-tion which is required before we can determine whether.the Rancho Seco liquid effluent system is adequate to support plant operations. The resolution'of our ccncerns relative to the Rancho Seco liquid effluent system is not pro-gressing in a. satisfactory manner. We wish to reemphasize our concerns in this area because your submittals have . fallen well behind-schedule and the- '

lack of resolution of this issue may impact your projected plant restart date.-

As discussed during the meeting at the Region.V offices on May 5, 1987, the following liquid effluent related actions were identified as prerequisites for j

plant restart:

SMUD would submit revised Radiological Effluent Technical Specifications (RETS).

SMUD would submit the Offsite Dose Calculation Manual (0DCM).

l SMUD would submit the Radiological Environmental Monitoring Program (REMP).  !

The above documents would be submitted in a condition acceptable to the NRC based on prior interface between the respective technical staffs. j SMUD would implement a liquid effluent control program based on the '

submitted documents prior to plant restart.

As of this date we have received the revised RETS (P.A. 155, Revision 1, dated October 3,1987). We have not received the ODCM or the REMP which you had committed to submit by July 1987. Cur tentative conclusion following review of the RETS submittal indicates that the proposed lower limits of detection for Os-134 and Cs-137 are unacceptably high and should be reduced by a factor of about five. However, we can not do a thorough review'of the RETS without reviewing the information contained in the 0DCM and REMP. Additionally, we-have requested the design basis (evaluation that the system is adequate.to supportplantoperations)andsystemdescriptionofthe.liquideffluentsystem to expedite our review.
