Subject:
-Catawba Nuclear Station, Units:1 and 2 Docket Nos. 50-413 and 50-414 Technical Specification Amendment 1
Nuclear Service Water (RN) System
Dear Sir:
This letter contains a proposed amendment to the Technical Specifications for.
Facility Operating License Nos. NPF-35 and NPF-52 for Catawba Units 1 and 2.
The attached request involves changes to the RN System Technical. Specifications.
l contains the proposed changes to the Technical Specifications.
These changes will show that the RN System contains' components that are shared-between the two units and will allow placing the RN Syatem in its Engineered Safety Feature (ESP) alignment when the number of operable ESF channels is less i
than required.
j
' contains the proposed changes and a discussion of the justification and safety analysis. The analysis is included pursuant to 10 CFR 50.91 and it has been concluded that the proposed amendment does not involve significant hazards considerations.
1 provides the revised FSAR pages which will be incorporated in a future update to the FSAR. These changes reflect revised flow analyses, a modification to the design and a change in the design bases of the system. The-modification involved deletion of the automatic transfer'of suction sources from Lake Wylie to the Standby Nuclear Service Water Pond (SNSWP) on an Sp signal.
This change was reviewed and approved in the Staff's SER dated September 30, 1987. The design bases of the RN System was changed by deleting the' assumption of a simultmeous LOCA and seismic event. - It was found that this assumption was unnecessary in meeting the requirements of GDC-5 and -44 or the' Standard Review-Plan. Furthermore such an event is probabistically insignificant.
It'is t
requested that the NRC~ review and approve this change.
In Duke's August 14, 1987 letter, a description was provided of actions taken-L prior to an emergency diesel generator being out of service for 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
.

procedures-required that the unaffected unit be placed in a non-degrade'd
.l condition by (1) pre-aligning the unaffected train'for SNSWP recirculation and
~
(2) isolating or otherwise restricting flow to the degraded train of the degraded i
unit in c manner which insures adequate post-accident flows to components on this h
train of the other unit. With the development of the attached revised Action
\\ ' '
Statements,'preQ 11gnment to the SNSWP is no longer considered necessary.
