1.0 ' INTRODUCTION To demonstrate Equipment Qualification (EQ),. design basis criteria are established in accordance with the applicable codes, standards,

. Regulatory Guides, and other, licensing bases and documentation is prepared'and consolidated to substantiate the required qualification.

Documentation for Limerick Generating Station (LGS) Unit I was generated as an output of this EQ program for Unit 1 safety related i

' equipnunt and certain post-accident monitoring equipment (R.G. - 1.97 categories 1 and 2). The Nuclear Regulatory Conmission (NRC) has reviewed and accepted the LGS program for Unit 1. This review and acceptance Is established in the Limerick Safety Evaluation Report (SER

- NUREG 0991) Issued in August 1983 and through its supplements.

Additionally, recent NRC Inspection Reports 88-02 and 89-01 show that implementation of the Unit 1 program continues to comply with 10CFR50.49.

l This sunmary description for the extension of the LGS Unit 1 EQ program to Unit 2 has been prepared to 1) show that the EQ IIcensing commitments and program description as identified in the LGS Final Safety Analysis Report (FSAR) Section 3.9, 3.10 and 3.11 are applicable to both units j and that the implementation for Unit 2 is an' extension of the Unit 1 program, 2) Identify differences in components or In items that affect qualification between Units 1 and 2 and docunent the qualification acceptability of those differences, 3) describe several enhancements undertaken for Unit 2 and 4) establish that the conclusion reached in the SER for the acceptance of the LGS Unit 1 qualification program is also valid for the application of the LGS program to Unit 2.

2.0 EXTENSION PROGRAM DESCRIPTION The base criterla for the qualification of safety related equipment and a description of qualification methods have been provided in the LGS FSAR for both Nuclear Steam Supply System (NSSS) and Balance of Plant (BOP) equipment. Documentation has been generated for the Unit 2 EQ effort to either doctment the similarity and extension of Unit 1 qualification for like equipment or to provide additional qualification i for new or different Unit 2 equirment. A similar comparison methodology has been utilized for both dynamic and environmental qualification.

l The applicable dynamic and environmental qualification eriterIa and the Unit 2 documentation status are discussed below.

2.1 Dynamic Qualification i

2.1.1 Criteria (

The LGS dynanic qualification program for safety related equipment and i

certain post-accident monitoring equipment considers the effects of  ;

both seismic and dynamic loads due to Loss of Coolant Accident (LOCA) and Main Steam Relief Valve (MSRV) discharge hydrodynamic phenomena.

Dynamic qualification of mechanical and electrical equipment is discussed in FSAR Section 3.9 and 3.10 respectively. The LGS Design Assessment Report (DAR) Chapters 4 through 7 provide further Infor-mation and the methodology used to qualify equipment to withstand the l

,. additional hydrodynamic loads in combination with seismic and all othe'r applicable loads. The dynamic qualification program has been shown to meet the intent of the current NRC licensing criteria as presented in Standard Review Plan (SRP) 3.10 and therefore to satisfy the appilcable portions of the General Design Criteria 1, 2, 4, 14 and 30 of Appendix A to 10 CFR Part 100. As stated in part 1.0, the program and its implementation as described in the LGS FSAR are appilcable to Units 1 and 2.

2.1.2 NSSS Equ!pment Differences in the dynamic qualification for the Unit 2 equipment from the Unit 1 counterpart equipment are a result of either location differences or equipment differences. All equipment was reviewed to detennine if any equipment had changed in location from Unit 1 to Unit j

2. Once the relocated equipment was identified, Input spectra at the new locations were compared with the spectra from the previous j locations. Four items were identified in which the new spectra were not enveloped by the previous spectra. These are shown on Table 1.

Each of these items was subsequently evaluated using the new Input spectra and shown to be acceptable for the required loadings.

Base docunent revisions and unincorporated Field Deviation Disposition Requests (FDDRs) and Engineering Change Notices (ECNs) were also reviewed to identify any changes in equipment design. The identified equipment design changes were then utilized in perfonning the New Loads Evaluations. A IIsting of differences in equipment resulting from this review is provided in Table 1.

For Control and Instrumentation (CSI) equipment such as control room.

panels, local panels and shiploose equipment, an evaluation was performed which determined the differences between Unit 1 and Unit 2.

The results.of this evaluation Indicated only minor differences relative to impact on Seismic Qualification Review. Team (SQRT)

Evaluations. When the Unit 2 SQRT work was performed, all Unit 2 safety related equipment was reviewed. Information on equipment capability was used from the Unit 1 evaluation where both units were identical. This assured a complete evaluation of Unit 2 while utilizing data from Unit 1 to the extent possible.

In addition to the required Quality Control Inspect ions, wal kdowns 'were performed according to an approved procedure for Unit 2 equipment on a sampling basis to ensure that installed equipment is consistent with qualification documentation.

In stmnary, all equipment has been evaluated and determined to be acceptable for the required loading combinations. SQRT reports have been prepared for all items as is required. Preparation of the New Loads Evaluations Final Stmnary Report is now in progress. SQRT evaluations and reports for all CSI equipment has been completed.

2.1.3. BOP Equipment The dynamic qualification program for Unit 2 safety related BOP I l

equipment is an extension of a the program Implemented for Unit 1

equipment. Safety related equipment for Unit 2 was identifled by reviewing Material Requisitions (MRs), drawings such as Quality Assurance Diagrams (QADs) which are a portion of the project Q-list, and other related project Informat lon. Following the identification process, the Unit 2 equipment was evaluated according to an approved procedure by comparison with the Unit I counterpart equirment and relative Unit 1 location. The review Is documented in a series of checklists. The equipment requiring seismic qualification is i

included on the EQ Master List. I For Unit 2 equirment found similar to Unit 1, qualification is based on and documnted using Unit 1 qualification documentation and SQRT l I

forms. For Unit 2 equipment found to be different from that of Unit 1, qualification is performed by developing rationale / calculations for location differences, providing an evaluation for "g" level differences and reviewing reports and preparing SQRT forms for unique Unit 2 equipment.

Plant rn.uf fications accomplished by Project Change Notices (PCNs) and affecting Unit 2 equipment qualification have also been evaluated, t For mods similar to Unit 1 mods, Unit 1 evaluations are used as the basis. For Unit 2 unique mods, calculations have been generated in support of Unit 2 qualification.

Finally, walkdowns were performed according to an approved procedure for Unit 2 equipment on a sampling basis to ensure that Installed equipment is consistent with qualification documentation. Findings ,

l are documented and deviations evaluated based on the project criteria. l i

The qualification program identifled above has been ccmpleted. The l

results of the Unit 1/ Unit 2 differences evaluations for dynamic j

qualification of Unit 2 BOP equipment are provided in Table 2. Open i  !'

l Items generated as a result of the Unit 2 program are being tracked by an open item punch list and are being resolved on a continuing basis.

Currently, more then ninety percent of the Unit 2 BOP dynamic equipment qualification effort is completed.

2.2 Environmental Qualification i

2.2.1 Criteria j The LGS environmental qualification program for both electrical and mechanical equipment is sunmarized in FSAR Section 3.11. A ccmplete l description of the program is provided in the Environmental Quallfl- j i

cation Report (EQR) developed for Limerick Generating Station i (Reference 4.1 and 4.2). The EQR is being reissued to include the results of extending the program to Unit 2. The environmental qualification program is based on General Design Criterla 1, 2, 4 and 23 of Appendix A to 10 CFR Part 50, criterion III and criterion XI of Appendix B to 10 CFR Part 50,10 CFR Part 50.55aCh) and 10 CFR 50.49.

Since the Limerick Construction Permit SER was issued in June 1974, NUREG-0588 Category II criter*a are appilcable.

2.2.2 Electrical Equipment The environmental qualification program for LGS electrical equipment includes components of systems located within a potentially harsh

' environment that are used to mitigate the consequences'of a LOCA or p

High Energy Line Break (HELB) and also includes certain post-accident

monitoring equipment and any non-safety related equipment whose failure could prevent accomplishment of a safety function. Primary containment and rooms containing high energy lines or post-LOCA recirculatory fluid lines in secondary containment are considered to be potentia 11y' harsh environments.

An identification process for Unit 2 safety related equipment was performed similar to the process uttilzed for Unit 1 qualification.

The subsequent comparison of Unit 2 equipment with the Unit 1 counterpart equipment has been documented on a detailed checklist according to.an approved procedure. These checklists have become a part of the existing envirorynental qualification documentation packages that were generated for Unit 1 equipment. Doctsnentation is being added to these packages In the form of new reports, calculations or other Justification as appropriate to extend the package applica-l bility to equipment found to be different from that of Unit 1. New I packages are being provided for Unit 2 unique equipment. Plant modifications affecting Unit 2 equipment were reviewed and i

doctanented consistent with the approach utilized for the dynnnic  !

l qualification effort described above.

l In addition to the required Quality Control inspections, a walkdown has ,

been performed, according to an approved procedure, to ensure that environmentally quallfled equipment is installed consistent with its respective qualification documentation. A checklist canparison of Unit 2 equipment with Unit 1 equipment has also been completed along with

,1 l the qualification of different and unique Unit 2 equipment. Table 3 presents a IIsting of Unit 2 equipment subject.to the environmental qualification program that. Is different from Unit 1 or that is unique 1

to Unit 2. Environmental Qualification Review Records (EQRRs) for this identified equipment are provided in Attactinent 1. Open items resulting from the comparison and the walkdown are being tracked by an

open item punch IIst and will be resolved prior to fuel load.

The results of the Unit 2 evaluation are included as supplementary Infonnation to the existing Unit 1 qualification documentation record packages and are available for audit. Environmental Qualification Review Records (EQRRs) are currently being prepared. These EQRRs and a IIsting of Unit 2 electrical equipment are being included in the EQR thus extending the appilcability of this portion of the EQR to Unit 2.

The environmental qualification documentation packages are currently undergoing a reformatting process and will Incorporate the. checklist comparison Information, additional qualification documentation for different or unique equipment and walkdown results.

3.0 PROGRAM ENHANCEMENTS l

As previously stated, the Unit 2 program is an extension of the Unit 1 program. However, there are a few differences between the programs that enhance the Unit 2 effort. The qualification review and support for plant modifications that affect the equipment qualification packages are now being incorporated into the package docunentatlon.

Additionally, procedures governing the modification process now require that review documentation for modifications affecting quall-fication be incorporated as a revision to the affected EQ package.

Additionally, for both the dynamic and environmental qualification programs, walkdowns are being performed and doctmented according to approved procedures and resulting information is being added to the affected EQ packages.

Addltlonally, an EQ Master List (EQML) Is beIng generated as a subset-of the' LGS Unit 2 Material and Labor Control System (MLCS) to .

correlate equipment tag ntmbers with the appropriate qualification  !

package. doitlenal information including description, manufacturer,  !

model No., and e PA>. Is also being added to this listing. The ECML is to be maintained current through fuel load. After fuel load this IIst will be maintained for dynamically qualified equipment. The controlling EQML for environmentally qualified electric equipment is Appendix B of the LGS EQ Report.

4.0 CONCLUSION

The qualification of Unit 2 equipment is completed by an extension of the Unit 1 EQ program. The criteria as discussed in sections 2.1.1 and 2.2.1 for the dynamic and environmental qua11fication programs are applicable to both LGS Units 1 and 2. An extensive review and docu-mentation process has been undertaken to identify the differences between the Units and to document the qualification of these differences. Identification of these differences and EQRRs for

. environmentally quallfled components are attached to this report. j Justifications for Interim Operation-(JIOs) because of.EQ open items are not anticipated. For these reasons It.ls our opinion that the conclusions reached for NRC. acceptance of the LGS EQ program as' stated In'the LGS SER and Its supplements can be extended'to Its' application to Unit 2.
