Dear Mr. Miraglia:

The District and NRC staff met at incho Seco on May 6, 1987 to discuss the status of the Rancho Seco Wire and Cable Action Plan. The meeting provided an update to the District's April 3,1987 submittal (JEW 87-478) " Wire and Cable Program Description and Action Plan."

Enclosure (1) is the District's meeting minutes. This incluties a listing of the NRC concerns discussed during the meeting and the District actions required to resolve these concerns.

Enclosure (2) is a report of the District actions to resolve cable raceway tracking system (CRTS) concerns. It includes an itemized list of CRTS

. actions / questions and a detailed discussion of each item. This submittal only includes discussions for the first four items and for Items 10 and 20. The District intends to submit Enclosure (2) on a monthly basis to report the status,of the Action Plan. All commentaries will be included in the August monthly report.

The District also considers that the information provided in Enclosures (1) and (2) and the District's commitment to provide a monthly update resolve the concerns regarding the Action Plan (submitted April 3,1987, JEW P,7-478) identified in the May 1, 1987 letter from J. B. Martin.

I Presentation:

A presentation by SMUD Nuclear Engineering Department [J. Gough/G. Cranston]

was made on the status of the Wire and Cable Action Plan at Rancho Seco.

Additional information provided during the presentation was as follows:

Cable Population i

1975 (original cable population) 14,000

Post - 1975 9,000 Current Total 23,000 Pull Cards Not Yet Located 300 - 400 The statement was made that all cards are available and in a vault, with the exception of some 300 to 400 Non-Class 1 pull cards mostly in the period of 1975 to 1980, with some in the period of 1981 to 1985.

Correction l

The statement was not correct. The statement should have been made as follows:

Original Population: Copies of the original cards exist as i

(14,000 cables) attachments to the Construction Inspection Document Reports [CIDR's] which serve as the installattun verification records for the original cable population [ Attachment #2].

In addition, EE-553 records also exist and are complete [0ctober 1975].

Population Added: The total number of missing pull cards is l 1975 to 1986 believed to be 300 to 400. Some of the 1975 i (9,000) to 1980 cards are either hand or type written.

All security cables are recorded in engineering design documents, 2030.of approximately 2200 cables are in CRTS.

i NRC Concerns - The following is a listing of NRC concerns and District actions resulting from the meeting. . Responses to concerns and actions 4 are discussed in Enclosure 2 with specific item numbers noted.

'I I. Statistical Sampling Basis for acceptability of 95/95 as sufficient assurance of safety.

Possible " biasing" of sample.

Provide definition of Major / Minor / Insignificant defects.

Action -

II. Bechtel Report Must show clear basis for exclusien of the original Rancho Seco cable population from the CRTS sampling program.
