COMPLIANCE WITH ATWS RULE 10 CFR 50.62 RELATING TO ALTERNATE R00 INJECTION 'AND RECIRCULATING PUMP TRIP - BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 (TAC NOS.-59075 AND 59076)

'On September 18, 1987, the NRC issued a Safety Evaluation (SE) for the Brunswick Steam Electric Plant, Units 1 and 2, concerning compliance-with the ATWS Rule, 10 CFR 50.62. In that SE, the NRR staff concluded that the testability features of the alternate rod injection (ARI) system while at power were not acceptable.- The NRC: staff stated that Carolina Power & Light Company.should modify. the testability portion of'that ARI design, so that surveillance testing.while at power would not prevent the ARI system from responding to an automatic ARI initiation signal.

The staff also concluded that the Recirculating Pump Trip (RPT) design was not acceptable, because the Brunswick RPT design did not appear to be as reliable-as' the two approved designs (Monticello and modified Hatch designs.) This.

conclusion is' discussed in more detail in the staff's generic SE which accepted the GE owner's group proposed ATWS ARI and RPT' designs.

In a letter. dated December 4, 1987, you provided a design modification that allows testing at power without preventing the ARI system from responding to an automatic initiation signal and, as a result, our first concern is resolved. We .have reviewed the information and find the modification design

. acceptable. -In addition, by letter dated November 13, 1987, you presented information pertinent to the reliability of the Brunswick RPT design. The NRC staff has completed its review of this information and has concluded that Brunswick ~RPT design is of similar reliability as the Monticello RPT design.

-Therefore, we now find the design of the RPT system to be acceptable. Our supplemental SE on this subject is enclosed.
