E P. F. Collins, Chief, Operator Licensing Branch, L FT. ST. VRAIN-FUEL HANDLERS On December 6,1974, Mr. W. Hillyard and Mr. f. F. Mathie of Public Service of Colorado met with Mr. J. Holman and Mr. J. Buzy of OLB to review the responsibilities and outline the scope of examination for Fuel Handling Senior Operators at Ft. St. Vrain. OLB had requested this meeting in a letter to Mr. F. Swart on November 22, 1974 The Fuel Handling Foreman, as a licensed operator, is presently limited to performing or directing those tasks outlined in the letter from Mr. F. Swart to Mr. A. Giambusso on July 2,1973 OLB has re-quested that the specific procedures and systems be identified as the responsibility of the Fuel Handling Foreman.
Mr. Hillyard and Mr. Mathie reviewed those systems with us that would be the direct responsibility and additional systems of which he should i

- -Not resolved We outlined _.the scope of the written and operating examinations which have been given to Fuel Handling Operators at water reactors and made modifications in those areas which were not applicable and included those which are unique to Ft. St. Vrain.
We will need additional infomation to develop the written and operating This material includes system description or abstracts, alarm and ab-test.
normal procedures.
J. Holman will visit the site on December 20,1974, to obtain this infomation and will take this assignment. We estimate a total of three man weeks to complete this assignment.
