SAFETY EVALUATION ON THE REQUESTS FOR CLARIFICATION AND UPDATING 0F REGULATORY REQUIREMENTS, 0YSTER CREEK NUCLEAR GENEP,ATING STATION (TAC NO. 68267)
In letter dated May 20, 1988, the GPU Nuclear Corporation (GPUN) requested an extension to the second ten-year inservice inspection interval and clarifi-cation and updating of certain regulatory requirements for the Oyster Creek Nuclear Generating Station.
The NRC staff evaluated the requeste for clarification and updating of the regulatory requirements. Our Safety Evaluation is enclosed. Based on our review we have concluded that:
a) the second ten-year inservice inspection and testing interval may be extended twenty-two months to end on October 14, 1991, b) the inservice inspection program and the inservice testing program shall be conducted to the requirements of identical ASME Code during identical time
- period, c) data obtained from weld examination in the IGSCC program may be used in the augmented inspection program, d) data obtained from weld examination in the IGSCC program may be used in the inservice inspection program, e) the extent of volumetric examination of Category B-A and B-D reactor vessel welds may be performed to the requirements of Section XI, ASME Code,1977 Edition, Summer 1978 Addenda instead of the 1974 Edition, Summer 1975

Section iI, Articles IWA-4000 and IWA-7000 may be updated to the 1983 Edi-tion, Sumn:er 1983 Addenda, from the 1974 Edition, Summer 1975 Addenda, and g) the methods and criteria of Subsubarticle IWB-3640,Section XI, ASME Code, 1986 Edition, may be used for crack evaluation and repair.

-P-l We have determined that certain ASME Boiler and Pressure Vessel Code requirements may be updated to later Commission approved code editions, pursuant to 10 CFR 50.55a(g).
In addition, we have clarified procedures and inspection requirements for the Oyster Creek Nuclear Generating Station.
The updating of the inspection programs and the clarification of regulatory requirements is authorized by law, will not endanger life or property or the common defense and security, and is otherwise in the public interest. This letter grants the clarification and updating requested by the licensee.
