TELEPHONE INTERVIEW WITH DANIEL J. MILEWSKI 1
Mr. Milewski was contacted by telephone on March 8,1985 by myself and Tom j
Nash. He was in the process of moving, but indicated he would keep in contact
{
through the Department of Labor. Mr. Milewski stated that he felt most of his
-problems at KG&E had resulted from a discussion with Mr. Rudolph relating to I
tmployment concerns. He stated that KG&E was very critical of his work following his discussion with Mr. Rudolph. Mr. Milewski has been to Quality First (Q-1).
Mr. Milewski indicated that with regard to safety-related issues, he had the following concerns.
He had been required to provide " Daily Reports" regarding the status of the closure of his audit findings.
He felt this was intended to pressure him to close his findings.
He stated that not everybody was required to provide " Daily Reports." He did state that he always properly closed his

audit findings.
He stated that as a result of his request for an "18 Criteria" reaudit of Technical Metals, Inc., that management (as Mr. Patrick) hai reacted so j
strongly that he doubted if anybody else would request a reaadit.
He felt it had a chilling effect.
He stated that Mr. Patrick had gone as far as to ask Q-1 if he (Milewski) had complained to Q-1.
He stated that there had been a failure to conduct routine audits of contractors onsite at the frequency required by the FSAR.
Mr. Milewski was critical of the performance of Q-1.
He indicated that the Q-1 auditors wre not allowed to look into new matters which were identified in the course of an investigation.
It was his opinion 1. hat Q-1 was closing issues cleverly and that Q-1 was doing a poor job in maintaining confidentiality. Mr. Milewski stated that he felt Mr. Snyder was biased toward Daniels since he had come from the Daniels construction group onsite. Mr. Milewski did not identify any further specifics regarding Q-1.
