ALLEGATION 4-84-A-89 1
- An anonymous; alleger called Region IV and passed on:five allegations relating J
to the QA' organization at' Wolf. Creek.
The items and the Region IV review 1
status for_these concerns follows:
1.
Rudolph'does not have a QA background and has not conducted business appropriately.
A review of personnel records and discussions with' individuals indicated that Mr. Rudolph exceeds the minimum qualifications for his position.
With regard to conducting business appropriately, this matter is totally subjective and was found to be without merit.
2.
Rudolph'is taking kickbacks from Volt' for contract personnel. Overheard j
. conversation of Volt employees in a restaurant in New Strawn..They were 1
. upset over Rudolph asking for.10 percent but finally settled for 1
~
5 percent.

OI Field Office, Region IV, is following this matter.
i 3.
Grant does not have QA background and.is doing the same thing with 1
Bechtel.
A review of Grant's background indicated that he possesses adequate qualifications.
Former associations with Bechtel does not appear to have technical merit.
4.
Snyder is covering up things and is putting. letters in personnel files on inspectors and other QA' personnel.
This. item could not be confirmed and, therefore, is considered closed.

.The personnel in QA do not have any operations experience.

A review indicated this'to be untrue.
In fact, Rudolph has considerable I
operation experience as do some other members of the QA. organization.
' Included are three individuals who formerly held operator. licenses. at :
other nuclear facilities.
With the exception of'the kickback issue, this allegation is considered closed.
