Inspection No. 50-354/87-17
This refers to the routine resident safety inspection by Mr. R. Borchardt and
others conducted from July 14, 1987 to August 17, 1987 at the Hope Creek Nuclear
Generating Station, Hancocks Bridge, New Jersey.
The inspection consisted of
observation of activities, document reviews and interviews. _The findings were
,

discussed with Mr. S. LaBruna of your staf f.
,
During this inspection period, you identified several safety-related functions
that had been inadvertently rendered inoperable because sensor isolation valves
were isolated or support systems inactivated due to inadequate control of system
configuration.
In one case a portion of the automatic depressurization system
permissive logic may have been inoperable longer than allowed by Technical
Specifications. We are particularly concerned over this loss of control over
i
equipment alignment because your corrective action for a similar violation cited
in NRC Inspection Report No. 50-354/86-48 did not prevent recurrence of these
events. Consequently, we plan to schedule an Enforcement Conference at the NRC
Region I office in the near future. At that meeting, you should be prepared
to discuss these events and your planned and completed corrective actions to
improve your control of safety-related equipment.
This letter also acknowledges receipt of your response dated August 6,1987, to
the deviation cited in Inspection Report 50-354/E7-14. Your corrective actions
,
will be reviewed when implemented.
