Unit No. 1.
This amendment is in response to your application dated December 16, 1986 and supplement dated January 30, 1987.
This amendment modifies Technical Specification (TS) 3.2.E.3.c, TS Basis 3.2, and Tables 3.1.1 and 3.2.1.
The TS changes involve higher set points for the main steam line radiation monitors (MSLRMs) and the by licensee plans for a Hydrogen Water Chemistry (HWC)ges were prompted steam tunnel ventilation radiation monitors. The chan Pre-Implementation Test. The purpose of the test is to study the feasibility of hydrogen addition to the primary coolant to inhibit intergranular stress corrosion cracking (IGSCC) at Millstone Unit No. 1.
The addition of hydrogen is expected to reduce the concentration of oxygen in the primary coolant but coincidentally increase the nitrogen-16 (N-16) activity in the steam.
Increased N-16 activity results in a higher background radiation level at the MSLRMs and the steam tunnel ventilation radiation monitors. NNEC0 notes that similar HWC tests have been conducted at several nuclear power plants, including Dresden 2, Peach Bottom 3, Pilgrim, Fitzpatrick, and Duane Arnold.
Similar changes to the MSLRM set points have been reviewed and approved by the NRC staff. NNEC0 plans to conduct this test near the start of Cycle 12 (Fall 1987).
The change to TS 3.2.E.3.c increases the trip set points for the steam tunnel ventilation radiation monitors (that cause steam tunnel ventilation isolation and initiation of the Standby Gas Treatment System) from 12 mr/hr to 50 mr/hr with special provisions, via footnote number 12, for set point adjustments to 100 mr/hr during the HWC test.

The change to Table 3.2.1 adds a new footnote (footnote 6) for consistency with the change above to Table 3.1.1.
Also included with this amendment are corrected pages, 3/4 12-7 and 3/4 12-8, to replace the same numbered pages that were changed by Amendment No. 2.
The change to TS 3.12.C.4 included with this amendment was inadvertently omitted with Amendment No. 2 issued February 20, 1987. The TS 4.12.C.2 change concerns the word " System"; it should read " Systems."
A copy of our related Safety Evaluation is enclosed. A Notice of Issuance will appear in the Commission's next regular biweekly Federal Register notice.
