January 23, 1985 James P. O'Reilly Regional Administrator, Region II U. S. Nuclear Regulatory Commission 101 Marietta Street, Suite 3100 l

Atlanta, Georgia 30323

SUBJECT:

RETIREMENT

Dear Jim:

As your retirement date comes ever closer, I do recognize that it is traditional for colleagues to send organizational congratulations and best wishes. Please accept my strongest assurances that your friends in Region IV wish you continued success and the very best of good fortune as you leave the NRC and proceed into whatever endeavor you undertake.

However, on this particular occasion, I cannot help but personalize my best wishes 1

ii for you and Jane beyond that suggested by protocol.

Up until most recently, t

you and I worked very closely for a period of more than seven years.

Prior to l

that period, I certainly knew of you and of the substantial effect you had upon

i this agency, most notably in the operations that were conducted in the field.

l{

1 However, those seven years of close contact with you, with the last three being i

as your deputy, was far more than just an opportunity to observe you in action.

Ji s

Those years were, in fact, a growing experience for me professionally and 4

personally.

(I have to admit that some of the specia'. assignments you saddled L

me with during those periods were personally and professionally challenging "I

as well.)

^'i What I learned from my close association with you, and the high moral and pro-1f fessional standards you demanded of yourself and those around you, contributed substantially to whatever success I have achieved in these recent years.

For that experience, I thank you. While that simple, declarative statement lacks certain flowery attributes, it is offered with sincerity and a strong feeling of personal friendship.

ai WP l Angela and I hope that you and Jane, regardless of what course you now set yi yourselves upon, will have a rich and rewarding life.

Sincerely,
