This letter is in response to Mr. R. H. Engelken's letter of March 24,1983 concerning allegations of drug abuse by _

San Onofre Nuclear Generating Station, Units 2 & 3 Bechtel Job 10079 Possible Drug Use at., San Onofre File 5023-701-A Dear Mr. Nunn at San Onofre, delivered a handwritten statement to his general foreman indicating that someone had told him of seeing two carpenters snorting cocaine at the site.
The statement was detailed as to time, place and names of the alleged users; however, it l
did not identify the witness.
Project Management requested that Internal Auditing conduct an investigation of the alleged drug incident.
The investigation proceeded as follows:

was contacted but refused to rirovide the name of the witness to the drug incident. A copy of the letter documenting the attempts to obtain information from is attached.

The two carpenters alleged to have used cocaine were interviewed; they denied any involvement with drugs and believed that was i
l merely retaliating for their refusal to call in sick as part of plan to " protest" a wage reduction program.

o On August 6, attorney stated that refusal to give information and return the exit interview form was based upon i

Possible Drug Use at San Onofre Page 2 Based upon the failure of to identify.an eyewitness and the~ lack of any corroborative evidence to verify hearsay statement, we have concluded that there is no credible substance to support the allegation that cocaine was used on site by the two carpenters.

I Dear This letter is to document av several requests to you for additional information in order that I may conclude my investigation of your allegation that drugs are being used at the San Onofre jobsite.
I telephoned you on Thursday, July 12, 1984 and requested from you the name of the person or persons who reportedly saw the incident related in your attached statement. Last Wednesday (July 18,1984) I repeated that request and handed to you a copy of the attached " Exit Interview" form. You indicated that I

would receive both the form and the name (or nemes) through the attorney for the Carpenters Union, Abe Levy.
I called Mr. Levy on July 23, but he indicated that he had neither the fore nor the identity of the informant. Mr. Levy was not aware that he was to provide me with any data. Mike Wiley told me on July 24 that he was meeting with you and Mr. Levy on Wednesday and that he would call me on the afternoon of July 25. Mr. Wiley did not call me, and I atte.epted several times to reach him on Thursday, July 26.
Once again, I would like to encourage you to cooperate in Bechtel's investigation into any drug use at San Onofre. Kindly have Mr. Levy provide me with the signed Exit Interview form.as well as any specific information as to witnesses who could personally attest to any instances.
If you know of anyone who has seen drugs being used on the jobsite, please advise them that they can telephone me collect at (415) 768-7701.
