The reference forwarded a copy of the Bechtel Power Corporation (BPC) report which documented the BPC investigation of allegations concern-ing possession and use of drugs at San Onofre Nuclear Generating Station (SONGS).

On April 5, 1984, Mr. bunnis Schaefer of your head-quarters called Mr.

F.

P. Eller, SONGS Security Manager, to request additional information concerning the BPC report.

The purpose of this letter is to provide that information.

Mr. Schaefer made reference to the thirteen (13) personnel referred to on page 9 of the LPC report as each having been identified by only 9Ae interviewee as possibly having some involvement in drugs.

Mr. Schaefer asked what amplifying information be provided concern-ing these thirteen individuals insofar as any involvement they might have had with safety-related work.

and determined that of the thirteen individuals,BPC followed-up on this request five 15)__wer volved with safety-related work.

All work performed by these& in-

indi-viduals, both non-safety related and safety-related, was independent-i ly inspected by field engineers for the non-safety related work as well as both field engineers and quality control engineers for safety-related work, as discussed in Attachment 2 (The Bechtel Quality Pro-j l

gram) to the BPC report forwarded by the reference.

d In addition to the Quality Program referred to above, was also completed as discussed in Attachment 3a Startup and Test Program I

(Startup Testing and Operating Experience) to the report.

This Startup Program includes a quality program covering all startup and testing activities to l(

assure that the faci'ity is built to the required engineering standards and operates as designed.

For the foregoing reasons and considering that no confirmation was received during the BPC investigation concerning alleged drug in-volvement of any of the thirteen ini.ividuals, _it is concluded there is_no rea_ son to.belieye.that the_ quality _of work performed by any of the individuals is such as to warrant an ~ fdfEher. a c t io,n.'

It is considered that this letter contains information which should be withheld from public disclosure pursuant to 10CFR 2.790 (a). (7).
