(NRC INSPECTION REPORT NO. 50-302/89-01)
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
'i
P. Holmes-Ray on January 1 - 27, 1989.
The inspection included a review of
activities authorized for your Crystal River facility.
At the cenclusion of
the inspection, the findings were discussed with those members of your staff
identified in the enclosed inspection report.
Areas examined during the inspection are identified in the report.
Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.
The inspection findings indicate that certain activities appeared to violate
NRC requirements.
One violation (50-302/89-01-03), references to pertinent
requirements, and elements to be included in your response are described in the
,
enclosed Notice of Violation.
In addition, two other violations (50-302/
89-01-01 and 50-302/89-01-02) were identified.
These violations are described
in the enclosed Inspection Report and are under consideration for escalated
enforcement action.
Accordingly, no Notice of Violation is being issued at
this time, and no response to those particular violations is required.
However, please be advised that the number and characterization of violations
described in the enclosed Inspection Report may change as a result of further
NRC review.
An Enforcement Conference to discuss these violations has been
scheduled for March 6, 1989.
You will be advised by separate correspondence of
the results of our deliberations on this matter.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and its enclosures
will be placed in the NRC Public Document Room.
The responses directed by this letter and the enclosures are not subject to the
clearance procedures of the Office of Management and Budget as required by the
Paperwork Reduction Act of 1980, Pub. L. No.96-511.
