Subject: Inspection Report No. 50-219/87-22
This refers to the routine safety inspection by Messrs. W. Bateman, W. Baunack,
and J. Wechselberger from June 19 - August 9,1987 at the Oyster Creek Nuclear
Generating Station. The inspections consisted of document reviews, interviews,
and observations of activities as documented in the enclosed inspection report.
The findings were discussed with you and other members of your staff at the
conclusion of the inspection.

l The inspection documents an event of July 16, 1987, wherein a stepladder was
placed near a reactor building to suppression chamber vacuum breaker in a way
which partially interferred with the vacuum breaker operation. This is the j
example described in Mr. Russell's letter of August 24, 1987, which stated our '
concern that plant personnel continue not to appreciate the safety significance
of these valves.
Another item documented in this inspection report is the performance problem
with a containment isolation valve for the reactor building closed cooling i
'
water system and the decision . to repack the valve at a later time. This
repacking and the subsequent safety limit violation are discussed in detail in
Inspection Report No. 50-219/87-29
Within the scope of this inspection, no violations were identified.
