PARTIAL RESPONSE TO FERMI-2 INSERVICE TESTING PROGRAM FOR PUMPS AND VALVES RELIEF REQUESTS (TAC N0. 63529) l The staff has reviewed the pump and valve testing relief requested to the Fermi-2 Inservice Testing (IST) Program, submitted by Detroit Edison letters dated April 24, 1986, July 22, 1986, August 22, 1986, and February 21, 1987.
With the exception of the Main Steam Isolation Valve - Leakage Control System (MSIV-LCS) isolation valves testing, the staff has identified the need for additional information relative to the relief requested to complete its review of Relief Request Nos. VR-20-R1, PR-0-R1 and PR-10-R1, The additional information needed was discussed with your staff in a telecon on July 30, 1987.
Relief Request No. VR-51 proposes to full stroke, exercise, and time the MSIV-LCS isolation valves during plant cold shutdown instead of during plant operation as is currently stated in the IST Program.
The basis for this change is that the MSIV-LCS isolation valves cannot be exercised during plant operation because those isolation valves are not designed to operate at pressures greater than 50 psig; and the exercise of the MSIV-LCS isolation valves at rated pressure would introduce potential over pressurization.
The staff considers this basis sufficient to justify the proposed alternate testing of the MSIV-LCS isolation l-valves during cold shutdown.
It should be noted, that Section XI of the ASME Code, Paragraph IWV-3412, permits Category A and B valves to be tested during plant cold shutdown if the licensee provides justification that the valve design will not permit testing during plant operation.

In accepting Relief Request No.
VR-51, the staff treated your proposed alternate testing during cold shutdown as a " cold shutdown justification" request.
Therefore, no further action is required on your part concerning that request.
However, should'a similar relief request be foua necessary for implementing the subject IST Program in the future, a " cold shutdown justification" submittal should be provided for staff review and acceptance.
