Subject:

Relief requests to Inservice Testina Pronram for Ptmos and Valves Relief Re uests PR-9 and PR-10 to the Fermi 2 Inservice Testing Program (IST) for Punpa and Valves are attached in accordance with 10 CFR 59.55a(g)(5)(iii). '1he enclosed relief requests provide alternate vibration acceptance criteria to reflect the unique operating characteristics of the high Pressure Coolant Injection booster punp.

If you have any' questions concerning these relief requests, please contact Mr. Frank Sondgeroth at (313) 586-5147.

RELIE RByutST PR-9 PLEP:

HPCI Booster Ptmp PUMP NO: E4101C001B CL8SS1 2

FUNCTION: Provide high pressure coolant injection.

SBCI' ION XI REQUIR&lNI':

. Vibration anplitude displaceraent shall be measured quarterly during inservice testing (Table IWP-3100-1 and IWP-3400 (a)).

BASIS FOR RELI E:

During preoperational testing of the HPCI syston, vibration of the HPCI booster punp was measured and determined to fall within the Required Action Range of Relief Request PR-1.

Corrective actions have been taken to perform vibrational analysis of the HPCI booster punp.

Results of these analysis have been documented in Detroit Edison Engineering Research Reports 85D15-10, Rev. 1 and 86D14-3. Based upon review of both vibration data and vibration analysis reports, Detroit Edison, General Electric, and Byron Jackson, the punp nenufacturer, concluded that there are no major vibrational ccncerns that would prevent the HPCI punp from performing its intended safety function and that the HPCI Systen will operate satisfactorily in its present condition.

The primary source of vibration of the UPCI booster punp is attributable to the purp's vane passing frequency.

Although the existing vibrations are sanewhat higher than the vibration criteria stated in Relief Request PR-1, they are acceptable and reflect the unique operating characteristics of the HPCI lxx>cter punp.

3 Ms. Elinor G. Adensam August 22, 1986 VP-86-0109 Page 3 Therefore, to allow practical vibration nonitoring of the HPCI booster punp, alternate vibration criteria are require:1 in lieu of the criteria stated in Relief Request PR-1.

ETEBNATIVE TFRI'INGr During quarterly testing of the HPCI systen, the following vibration criteria will be used for the HPCI booster punp. These criteria are consistent with the current position of the ANSI /ASPE CM-6 Standard Working Group Carnittee for in-service vibration testing of centrifugal punps.

Required Acceptable Alert Action Fange Fangf1 Panae O to 2Vr 2Vr to 4Vr

> 4 Vr Vr Represents the reference vibration velocity rneasured,in a horizontal or vertical p]ane perpendicular to the punp's rotating shaft; whichever is greater. Vr is measured in inches /second.

Overriding the above nultipliers (i.e. 2 Vr and 4Vr) is an additional criterion that no vibration velocity exceed a value of 0.7 inches /sec.

By using the above criteria, Inore neaningful vibration monitoring of the HPCI booster pung will be obtained.

BASIS FOR RELIEF:

During preoperational testing of the HPCI systen, vibration of the HPCI nain punp was neasurEd and determined to fall within the Required Action Range Of Relief Request PR-3.

Corrective actions base been taken to perform vibrational analysis of the HPCI nain punp.

Results of these analysis have been docunented in Detroit Edison Engineering Reasearch Reports 85D15-10, hv.1, arul 86D14-3. From these reports it is concluded that the overall vibration of the HPCI main punp is be3ng influenced by vibrations frora the HPCI booster punp. 'Ibe nost significant frequency cmponent reasured at the nain pmp is at the vane passing frcquency of the booster purip.

Vibration from the booster punp is being transmitted to the nain ymp via interconnecting piping.

Because vibration from the booster punp is being transmitted to the main punp, overall vibration neasurement of the main ymp does not adequately reflect the operating condition of the pain punp.

Therefore, to allow practical vibration nonitoring of the HPCI nain gmp, alternate vibration testing is requircd.

i Ms. Elinor G. Adensam August 22, 1986 VP-86-0109 Page 5 AIB12N8DL33EPJHit.

During quarterly testing of the ITCI system, both overall vibration end filtered vibration at tle booster punp vane passing frequency will be measured.

Vibration of the nain ptmp vill be corrected to segregate the frequency caponent irduced by the booster punp. The following equation will be used for this vibration correction:

Vc=ho

- Vf where:

Vc Pipresentc the corrteted vibration of the HPCI noin punp.

(in/sec)

Vo Represents the overall vibration neasured at the IIPCI nain punp.

(in/sec)

Vf Represents filtered vibration at the ITCI main punp measured at the vane passing frequency of the IFC1 booster purp.

(in/sec)

Correctal slbration, Vc, will be used to nonitor IPCI main punp degradation in Ifeu of using overall vibration, Vo.

Corrected vibration, Vc, will be cmpared to the following criteria for detennining data acceptability and corrective actions. These criteria are consistent with the current position of the ANSI /ASME m-6 Standard Work Group Conmittee for in-service testing of centrifugal punps.

O Ms. Elinor G. Adensam August 22, 1986 VP-86-0109 Page 6 Overriding the above, criteria (i.e 2Ver and 4Ver) is an additional criterion that no vibration velocity exceed 0.7 inches /second.

By using corrected vibration, Vc, in lieu of overall vibration, Vo, degradation of UFCI main punp performance will be rnore occurately detected.
