Moyer concerning Region I's refusal to send an NRC representative to the

" Forum on Radiological Emergency Response and Seabrook Nuclear Power j Plant: Safety Issues and Concerns for Educational Institutions." I {

believe NRC sending a representative to what appears to me to be a j i balanced program on the issues concerning Seabrook would have been a step l in the right direction toward the Commission's goal of improving relations I with States and local governments as well as improving public perception I of this agency. I suggest that such future requests be referred to the l Office of Governmental and Public Affairs for Commission-level consider-l ation. Furthermore, I believe the staff should be directed to answer any l written questions from the Forum. I intend to respond to Mr. Moyer ,

expressing my disappointment that the staff was not willing to partici-i pate in the Forum.
