I. PURPOSE The purpose of this procedure is to install and subsequently remove a temporary RCS Level Indication System for refueling.

II. INITIAL CONDITIONS A. Preparations are underway for Reactor Coolant System operation in a drained down condition (drained to a level between the RCS loop piping and the Reactor Vessel flange).

B. The following jumpers and lifted leads are. logged in the Jumper and Lifted Lead Log and tags are available for installation.

1. Temporary transmitter to LT-FW496 field wiring, cable number: 1FWSCBX002.
2. FR-MS498, Pen 3, input wiring, cable numbers: LR-FW498 -

1(+) and LR-FW498-2(-).

3. XR-TB202, Pen 2, input wiring, cable numbers: GWR-A4- l 9(+) and GWR-A4-10(-).
4. Temporary FR-MS498 field wiring to XR-TB202, Pen 2.
5. Control Board Demultiplexes Relay K1410.
6. Control Board Demultiplexes Relay K1411.
7. Control Board Demultiplexes Relay K1301.
8. Control Board Demultiplexes Relay K1302,
9. Annunciator Knife Switch 2-1285, for A7-61, STEAM GENERATOR 1C LEVEL DEVIATION FROM SETPOINT.
10. Temporary Resistor at GWR-A4-9(+) and GWR-A4-10(-).

III. INSTRUCTIONS NOTE: PRIOR NOTIFICA1 ION OF THE INTENDED WORK TASK SHOULD BE SUBMI'ITED TO RADCON TO ENSURE APPROPRIATE RADIOLOGICAL ASSESSMENT AND RADIOLOGICAL WORK PERMIT PREPARATION. AS REQUIRED, PERFORM ALARA REVIEW (S) AND PRESCRIBE ACTIONS NECESSARY TO MINIMIZE PERSONNEL EXPOSURE. RADIOLOGICAL

! PRE-WORK BRIEFINGS WILL BE CONDUCTED AS REQUIRED.

4. Inform the Reactor Operator and at Annunciator Bay 5, open the following Knife Switches:
a. 2-1285, A7-61, STEAM GENERATOR 1C LEVEL DEVIATION FROM SETPOINT. Hang a jumper and lifted lead -tag,
b. 2-1284, A7-60, STEAM GENERATOR IC LEVEL HIGH-HIGH.
c. 2-1286, A7-62 STEAM GENERATOR 1C LEVEL LOW-LOW.

6. At Containment Elevation 717 ft., locate transmitter rack 115 (near RCS loop C cubicle). Locate the following:
a. Fischer & Porter Transmitter for Temporary Level, mounted at.the top of the rack.
b. Steam Generator Level Transmitter LT-FW476 and l associated wiring (not on Rack 115, but nearby). )

NOTE: REFER TO FIGURES 1A AND 1B FOR THE FOLLOWING:

7. Removal of LT-FW496 from service:

a. At the transmitter, CLOSE High Pressure Isolation 1

Valve (Ref. Leg). i l

l l High Pressure Isolation Valve CLOSED. INITIAL-

b. OPEN Equalizing (Bypass) Valve.
c. CLOSE Low Pressure Isolation Valve.

Low Pressure Isolation Valve CLOSED. INITIAL

d. Remove two of the faceplate holddown bolts and install them, finger tight, in the faceplate jacking screw taps.
e. Loosen the remaining six bolts.
f. Slowly remove the faceplate using the j acking l screws in conjunction with the remaining holddown bolts. Store faceplate for loop restoration.
g. Disconnect the transmitter, LT-FW496, side leads at the terminal barrier strip inside the transmitter.

h. Connect the temporary faceplate leads to the LT-FW496 field leads. Ensure proper polarity.

Temporary Leads Properly CONNECTED. INITIAL VERIFIED

1. Install the temporary cover plate using 4 of the original faceplate holddown bolts.
j. Torque the bolts to 8 ft.-lbs.

Bolts Properly Torqued. INITIAL VERIFIED .

8. Connect the RCS Temporary Level Transmitter to the temporary wiring at the terminal box terminal strip at the temporary LT-FW496 transmitter faceplate. Install box cover.

I a. Place a temporary jumper and lifted lead tag at j this location.

9. Establish the temporary level transmitter tubing outside the crane wall as specified by Figure 2.
10. At Primary Process Rack No. 15, place CT-496 to the NORMAL position and connect a jumper across TP-496.

CT-496 in NORMAL and Jumper CONNECTED at TP-496. INITIAL

11. At Rack 15, check loop power supply LQ-FW496 per Appendix A, Section A.

NOTEg USE CP-004 AS A GUIDE FOR TRANSMITTER CALIBRATION IN THE NEKI STEP.

12. Using a pneumatic calibrator, calibrate the Reactor Coolant Temporary Level Transmitter using the inputs of Data Sheet 2. Record the transmitter Model No. and Serial No. on Data Sheet 2.
13. Ensure all temporary system valves are Closed.

INITIAL NOTE: REFER TO FIGURE 3 FOR TUBING ARRANGEMENT.

14. Locate the other end of the 1/2 inch stainless steel j tubing connected to the Temporary Transmitter. The j other end 'should be inside the A. Loop Cubicle near the Loop Seal piping between the' steam generator and reactor coolant pump.
15. Locate Valve No. IRC-54, near Cold Leg Loop Isolation valve MOV-RC595 and instrument vent valve near. 1RC-224.

Ensure that IRC-54 and' the instrument vent valve are l shut.

16. If not already done, have Mechanical Maintenance remove :j the blind flange at IRC-54'and install the' blind flange ]

with nipple and instrument valve assembly in place of- l the blind flange, j

17. Install 1/2 inch stainless steel tubing to connect one-of the instrument valves to the tubing located 'in Step III.A.14. Ensure . that the installation is 'on a-continuous downhill slope from the instrument valve at.

IRC-54 to the Temporary Transmitter. Mark and cap disconnected tubing, if any, for reinstallation.

OQC to Verify a Continuous Downhill Slope Maintained.

a. Hang several large signs from the temporary tubing inside the crane wall. The signs should state,

" TEMPORARY REACTOR LEVEL TUBING - DO NOT REMOVE OR ,

USE AS SUPPORT." Sign color should be bright with contrasting lettering.

18. Ensure that the temporary valve at IRC-54 is shut, then open IRC-54. Check for and correct any leakage.
19. Open the instrument valve used for the transmitter at l 1RC-54. Check for and correct any leakage found.

CAUTION: THE- FOLLOWING STEPS WILL PRODUCE CONTAMINATED FLUID, WHICH MUST BE COLLECTED IN A SUITABLE CONTAINER AND l DISPOSED OF AS DIRECTED BY RADCON.

20. Open- the transmitter isolation .instrumentvalvesand) loosen the transmitter high side vent screw.

21. -Bleed off' the air to fill'and vent the installation until a bubble free stream of water is observed. Then close and tighten the transmitter vent screw.
22. Reinspect- the entire installation for leaks and correct as necessary.

26. Modify Annunciators A7-60 and A7-62 as follows:
a. At Annunciator A7-60 Window, remove the annunciator window cover, " STEAM GENERATOR 1C LEVEL HIGH-HIGH."

Keep this cover in a safe place for restoration.

b. Install temporary window cover for Annunciator A7-60, "RCS LEVEL HIGH - C LOOP."

l c. At Annunciator A7-62 Window,. remove the annunciator window cover, " STEAM GENERATOR 1C LEVEL LOW-LOW."

Keep this cover in a safe place for restoration.

d. Install temporary window cover for Annunciator A7-62, "RCS LEVEL LOW - C LOOP."
27. Perf>rm a Loop Calibration per Appendix A, Sections B through H of this procedure.
28. Place a caution tag on Load Recorder XR-TB202 with the following caution:

" CAUTION: INDICATION WILL BE ERR 0NEOUS IF ANY PRESSURE OR VACUUM IS APPLIED TO THE REACTOR COOLANT SYSTEM."

29. Notify the Nuclear Shift Supervisor that installation of C-Loop Reactor Coolant Temporary Level is complete.

3. At Transmitter Rack, Containment Elevation 717 ft., near the C Cubicle, open the temporary level system outside crane wall isolation valve. Leave the transmitter-isolation valve closed.  ;
4. 'l Upon drain down of the RCS, unisolate the tygon hose and transmitter when the pressure at the C Loop temporary system test gauge drops below 8 psig. Ensure that no .;

air is trapped in the tubing.

5. Inform the NSS/NSOF that the C Loop RCS Temporary Level System is now in service.

4. At Primary Process Rack No. 15, open the Test Jack Cover Plate and place Signal Injection Test Switch, CT-496, in the TEST position.
5. At Containment Elevation 717 ft., near C Cubicle, l restore LT-FW496 wiring as follows:

7. Close valve IRC-54, then close the instrument isolation.

15. Mark and store the tubing removed in Step III.D.10 in a suitable location for reuse in the future. Refer to Figure 3.

16. Have Mechanical Maintenance remove the temporary flange-and valve assembly at IRC-54 and reinstall the normal blind flange.

b. Reinstall the normal cover plate for annunciator A4-60, " STEAM GENERATOR 1C LEVEL HIGH-HIGH."  ;

APPENDIX A A. Check of Power Supply LQ-FW496.

1. Open the rear door of. Protection Rack No. 15 and .;

accomplish the following: '

a. Connect the ' digital voltmeter (DVM),. set for AC
. voltage, to. Terminals L and N. of Power Supply LQ-FW496 'and: record on Data Sheet 1 that As Found line voltage.

1. Using the Portable Voltmeter' Input Panel and Selector Switch Assembly, make DVM connections-to Protection Rack No. 15, Test Points TP-496 and Control Rack No. 24, Test Points TP-496-2.
2. Open the Test Jack Cover Plate'for Protection Rack No. {
15. '
3. At Protection Rack No. 15, place the Signal Injection <

Test Switch CT-496 in the TEST position.

CAUTION: THE RAMP GENERATOR IS BEING USED AS A. CURRENT-SOURCE, THEREFORE, IT MUST BE IN THE EXTERNAL. MODE OF OPERATION OR THE POSSIBILITY EXISTS OF OVERLOADING THE LOOP POWER-SUPPLY AND/0R THE RAMP GENERATOR.

4. .At Protection Rack No. 15, connect the ramp generator (analog input simulator) to Signal Injection Test Jack.

the DVM indication at TP-496 for input values, adjust the simulator to the values listed on Data Sheets 3, 4 and 5. Using the respective dsta sheets, record the As Found values for the isolation module and indicator listed below:

b. Indicator LI-FW496, Data Sheet 4.
c. Pen No. 2 of Recorder XR-TB202, Data Sheet 5.
6. If the As Found data is satisfactory, complete the Final column of Data Sheet 3, 4 and/or 5 then proceed to Step E.
7. If the As Found data is unsatisfactory calibrate the .

appropriate instrument (s), following the appropriate' {

connect on LM-FW496A.

2. Adjust the analog input simulator for a 5.000_VDC input l at Protection Rack No. 15, TP-496, then adjust the module GAIN TRIM adjust (R56), through the underside of the module for a 5.000 i 0.020 VDC output at Control Rack No. 24, TP-496-2.
3. Repeat Step B for the signal isolator. If the data  :

obtained is satisfactory, complete the Final column of Data Sheet 3, then remove the jumper accessory cable and reinstall LM-FW496A.

1. Adjust the analog input simulator for a 3.000 VDC input, then adjust the indicator ZERO. adjustment until tho' indicator indicates fifty (50) percent of its span.

i NOTE: THE ZERO MAY BE OFFSET WITHIN THE REQUIRED VALUES TO ,

MINIMIZE THE OVERALL ERROR.

2. Repeat Step B.
a. If the data obtained is satisfactory, complete the i Final column of Data Sheet 4.
b. If the data obtained is unsatisfactory, refer to' ,

Manufacturer's Instruction' Bulletin, Reference 9 1 for corrective action. i l

1. Connect two (2) inputs of the ramp generator (Comparator Logic Module) to the bistable fuse indicating lights of Comparators LC-FW496 and LC-FW496A.
2. Adjust the analog input simulator to ramp a signal from 1.000 to 5.000 VDC at a rate of 1/2 V/ min. When ramping stops, record on Data Sheet 7, the As Found Reset i voltage for LC-FW496A, as indicated at Protection Rack  ;

No. 15, TP-496.  ;

3. Reset the comparator logic module and allow the analog input simulator to continue ramping. When ramping stops, record on Data Sheets 1 and 6 the As Found Reset voltage for LC-FW496B, as indicated at Protection Rack No. 15, TP-496.

TP-496. Adjust the comparator SETPOINT dial until the required trip point is obtained, as indicated by the output fuse indicating light.

NOTE: IN ORDER TO ADJUST THE DEADBAND THE MODULE MUST BE IN THE TRIPPED CONDITION. THEREFORE, IT MAY BE NECESSARY T0 ADJUST THE INPUT TO MAINTAIN A TRIPPED CONDITION-UNTIL THE PROPER RESET IS OBTAINED.

NOTE: ADJUST THE DEADBAND POTENTIOMETER CW TO INCREASE THE-RESET POINT, CCW TO DECREASE THE RESET POINT.

a. Remove Relay K1410.
b. Remove Relay K1411.
c. Remove Relay K1301.
d. Remove Relay K1302.
e. Place a jumper and lifted lead tag for each relay removed.

Relays Removed and Tags PLACED. INITIAL NOTE: THE FOLLOWING STEP WILL CAUSE A CHANNEL TEST VIOLATION.

2. Place Bistable Switches BS-496 and BS-496A, located at Protection Rack No. 15 to the NORMAL (Down) position.
