Exercise Weaknesses

The medical drill portion of the exercise, which included a burning car with

an injured, radioactively contaminated man, was evaluated as being unacceptable.

Several key response aspects relating to following Emergency Implementing

Procedure, EIP-ZZ-00224, Injury or Illness for Callaway Injured Person, were

not adhered to. These included, among others, the lack of cordoning off the

contaminated area from the clean area around the accident, contaminated survey

results were not relayed to the Control Room, the lack of gloves in the

treatment of the injured man by the Medical Emergency Response Team (MERT),

and the lack of demonstrating the transfer of the injured man to a stretcher

further away from the accident _ scene. Additional detail is listed in

Section 5d (50-483/87017-01).
