Gentlemen:
This refers to the routine safety inspection conducted by Mr. J. P. Patterson
and others of this office on June 2 through June 4, 1987, of activities at the
Callaway Nuclear Power Plant authorized by NRC Operating License No. NPF-30
and to the discussion of our findings with you and others of your staff at the
conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection.
Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
.

interviews with personnel.

No violations of NRC requirements were identified during the course of this
inspection; however, one weakness was identified which will require corrective
I
action by your staff.
This weakness is summarized in the " Exercise
'
Weaknesses," enclosed with this letter.
As required by 10 CFR Part 50, Appendix E
(IV.F), any weaknesses that are identified must be corrected.
Accordingly,
please advise us within 45 days of the date of this letter of the corrective
actions you have taken or plan to take, including the estimated dates of
completion.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this
letter, the enclosures, and your response to this letter will be placed in the

Exercise Weaknesses
The medical drill portion of the exercise, which included a burning car with
an injured, radioactively contaminated man, was evaluated as being unacceptable.
Several key response aspects relating to following Emergency Implementing
Procedure, EIP-ZZ-00224, Injury or Illness for Callaway Injured Person, were
not adhered to.
These included, among others, the lack of cordoning off the
contaminated area from the clean area around the accident, contaminated survey
results were not relayed to the Control Room, the lack of gloves in the
treatment of the injured man by the Medical Emergency Response Team (MERT),
and the lack of demonstrating the transfer of the injured man to a stretcher
further away from the accident _ scene.
