Subject: Inspection No. 50-219/87-17

This refers to the routine safety inspection conducted by Mr. P. Bissett of

this office on May 11-15, 1987, at the Oyster Creek Nuclear Generating Station,

in Forked River, New Jersey of activities authorized by NRC License No. DPR-16- 1

and to the discussions of our findings held by Mr. Bissett with Mr. J. Barton j

and other members of your staff at the conclusion of the inspection.

This also refers to a subsequent telephone discussion between Mr. J. Rogers of -

your staff and Mr. Bissett on June 18, 1987,- during which Mr. Rogers provided

the following actions to address our inspector's concerns. 1

The licensee will review all Technical Specifications (TS) amendments ,

issued since January 1985 to provide assurance that appropriate . action I

(ie. , procedure change) was completed. Licensing Action Items (LAI) will

be generated against all TS amendments even if appropriate ' action . has -

already taken place.

For further TS changes, an LAI will be issued in regard to the TS change

request and another LAI will be issued upon receipt of the respective TS

amendment.

If your planned actions are different from the stated actions, please advise us

immediately.

Areas examined during this inspection are described in the NRC Region I l

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective' examinations of procedures and representative

records, interviews with personnel, and observations by the inspector.  ;

Our' inspector also verified the steps you have taken to correct the violations. .

your action at this time.  !

Within the scope of this inspection, no violations were' observed. ,
