During the Spring 1987 Unit 2 Outage, 4 inaccessible hydraulic snubbers were found with their fluid ports uncovered. In accordance with section 4.22.2.A.2, these snubbers are to be considered inoperable for the purpose of establishing the next visual inspection interval. The requirements of section 4.22.2.A.1 require c subsequent visual inspection to be conducted within 6 months i 25%. The snubbers that would be required to be inspected are inaccessible with the unit above hot shutdown (Mode 3).

The snubber inspection in which the 4 inoperable snubbers were found was completed on April 8, 1987. This would require the next inspection to be conducted on October 8, 1987 (1 46 days). The unit is scheduled to be at power during this time period. In order to conduct the surveillance prior to the inspection period expiration on November 23, 1987, Unit 2 would be required to shutdown.

It should be noted that 3 of 4 snubbers that were identified with their fluid port uncovered, passed the "as found" functional test, as defined in TSS 15.6.48. Table 1 identifies and describes the 4 snubbers found inoperable, and lists their previous rebuild history. Table 2 is the test record for the 4 snutbers tested. This proposed change and supporting information was discussed during a telephone conference held on 6/22/87 with Jan Norris and Morris Shaw of the NRC.

Zion performed a Unit 2 snubber inspection on July 14, 1987, prior to the technical specification's earliest inspection time frame (6 months - >

25% corresponds to an inspection to be performed ca August 23, 1987). The July 14, 1987 inspection was performed just prior to returning Unit 2 to critical. In order to preclude an unnecessary forced Unit 2 shutdown, this one-time amendment has been proposed. No inoperable snubbers were identified during the July 14, 1987 inspection.

In a similar situation, during the last Unit 1 outage, two inaccessible snubbers were found with the hydraulic fluid supply ports uncovered and rendered inoperable per Zion Technical Specification 4.22.2.A.2. Table 3 provides background information regarding these failures. A subsequent visual inspection is required by Section 4.22.2.A.1 to be conducted within 12 months (1 3 months). The Unit 1 inaccessible snubber visual inspection was completed on November 20, 1986. This would require the next inspection to be conducted on November 20, 1987 1 3 months The unit is to be at power for the duration of this time period.

As stated above a unit shutdown would be required to perform this inspection. Therefore, to prevent the unnecessary shutdown of Unit 1, the performance of the snubber inspection must be delayed until the beginning of the next scheduled Unit I refueling outage, tentatively scheduled for February / March, 1988.

In summary, this proposed change involves the one-time alteration of the allowable snubber inspection periods. Unit 2's inspection will be performed 40 days earlier, while Unit l's inspection will be delayed by approximately 30 days. This alteration will prevent a forced shutdown on each of the Zion Units.

. EVALUATION OF SIGNIFICANT HAZARDS CONSIDERATION PROPOSED CHANGES TO ZION TECHNICAL SPECIFICATION APPENDIX A - SECTION 4.22.2 SHOCK SUPPRESSORS'(SNUBBERS)

DESCRIPTION OF AMENDMENT REQUEST A one-time' amendment to the Zion Facility Operating License is proposed to modify the. schedule for inaccessible snubber visual inspections to allow their performance during scheduled refueling outages.

BACKGROUND 10 CFR 50.92 states that a proposed amendment will involve a no significant hazards. consideration if the proposed amendment does not:

(1) Involve a significant increase in the probability or consequences of an accident previously evaluated; or (2) Create the possibility of a new or different kind of accident from any accident previously evaluated; or (3) Involve a significant reduction in a margin of safety.

In addition, the Commission has provided guidance in the practical application of these criteria by publishing eight examples in 48 FR 14870.

The discussion below addresses each of these three criteria and demonstrates that the proposed amendment involves a no significant hazards consideration.

BASIS FOR NO SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION Does the proposed amendment (1) Involve a significant increase in the probability or consequences of an accident previously . valuated; or (2) Create the possibility of a new or different kind of accident from any accident previously evaluated; or (3) Involve a significant reductAon in a margin of safety?

. Discussion - Item 01 An amendment to the Zion facility operating license is proposed to allow the performance of required visual snubber inspections to take place during scheduled refueling outages. This will preclude a forced shutdown on each of the Zion Units.

Attachment 2 demonstrated that this proposed change will actually involve taking credit for a Unit 2 inspection that was performed 40 days earlier than required by the existing Technical Specifications. In addition, this proposed change involves an approximate 30 day delay in the performance of an analogous Unit 1 snubber inspection.

The alteration of the inaccessible snubber inspection intervals on a one-time basis has no relationship to the probability of any of the accidents previously evaluated. The initiating events associated with the accidents contained in Zion's FSAR have been reviewed. None of these events are adversely affected by the one-time alteration of inaccessible snubber inspections.

As discussed on page 295AA8 of the Zion Technical Specifications, the " inspection frequency is bt:ed upon maintaining a constant level of snubber protection". The early Unit 2 inspection did not result in the identification of any inoperable snubbers. Thus, the performance of Unit 2's inspection 40 days earlier yielded additional assurance that Zion's snubbers are providing a constant level of protection.

The approximate 30 day delay in the performance of Unit l's snubber exam corresponds to an 8% increase in the allowed inspection period beyond the existing requirements. This small delay will not adversely affect the level of snubber protection afforded Unit 1.

Thus the proposed one-time alteration of the allowable inaccessible snubber visual inspection periods will not significantly alter the level of snubber protection at Zion Station. The snubbers' performance will not be altered by this proposed amendraent.

Therefore, based upon the above discussion, the proposed amendment will not involve a significant increase in the probability or consequences of any previously evaluated accidents.

Discussion - Item #2 The one-time alteration of the allowable inspection periods for the inaccessible snubbers will have no effect on the performance of any of Zion's systems or structures. The snubber inspection frequency likewise has no interaction with any external events such as tornadoes or floods.

Since the allowable snubber inspection periods hold no potential for any adverse interaction, no new or different kind of accident iu feasible. Therefore, this proposed amendment will not create the possibility of a new or different kind of accident.

j Discussion - Item #3 As discussed, above the one-time alteration of the allowable inspection periods for inaccessible snubbers will have no effect on the overall' level of snubber protection at Zion Station. As a result, this proposed. amendment will not. involve a significant reduction in the margin of safety.

Therefore, since the application for amendment satisfies the  ;

criteria specified in 10 CFR 50.92, Commonwealth Edison Company has made a determination that the application involves no'significant hazards consideration.
