1. The ethheld information is property classefed pursuant to Executive Order 12356 (EXEMPTION 1)
2. The ethheld informaton relates solely to the mtemal personnel rules and procedures of NRC. IEXEMPTION 21
3. The withheld information is specifically esempted from publec desclosure by statute indicated. (EXEMPTION 3)

Secten 141145 of the Atomic Energy Act which prohibits the declosure of Restricted Data'or Formerty Restrcted Cata (42 U.S C. 2161-2166).
